The Ministry of Home Affairs inspected the situation of civil servants and public employees quitting their jobs, as well as the implementation of public discipline and discipline related to people and businesses in Hanoi, Can Tho, and Binh Duong.

According to information from the Ministry of Home Affairs, in the first 6 months of 2024, ministries, branches and localities have reduced the payroll of 3,853 civil servants and public employees; of which, ministries and branches have reduced the payroll by 107 people (47 civil servants, 60 public employees), and localities have reduced the payroll by 3,746 people (530 civil servants, 3,216 public employees).
The Ministry of Home Affairs has stepped up measures to implement the Party's regulations on promptly replacing and suspending officials who deliberately delay, shirk responsibility, or fail to perform their assigned tasks and functions.
Synthesizing data from ministries, branches and localities shows that in the first 6 months of this year, 1,338 cadres, civil servants and public employees were disciplined (of which 139 were cadres, 432 were civil servants and 767 were public employees).
In addition, ministries, branches and localities have recruited 13,965 civil servants and public employees (ministries and branches recruited 169 civil servants and 391 public employees; localities recruited 1,519 civil servants and 11,886 public employees).
At the same time, the whole country recruited 30 excellent graduates and young scientists according to Decree No. 140/2017 (4 recruited by ministries and branches, 26 recruited by localities).
In the first 6 months of the year, the Ministry of Home Affairs received and processed 767 petitions, including 264 denunciations, 117 complaints and 386 petitions. All petitions were received, considered and resolved in accordance with the procedures, authority and time limit prescribed by law.
Detect and recommend handling responsibilities and revoking decisions that violate the law.
Implementing the direction of the Government leaders, the Ministry of Home Affairs has inspected the situation of civil servants and public employees quitting their jobs, as well as the compliance with public discipline and discipline related to people and businesses in Hanoi city, Can Tho city, Binh Duong province; organized inspections at ministries, branches and localities according to the 2024 Plan.
Inspection and examination work at ministries, branches and localities has promoted its functions and tasks well, contributing to improving efficiency, discipline and public service; discovering shortcomings and limitations in mechanisms, policies and law enforcement to report to competent authorities for consideration and amendment of legal regulations accordingly.
At the same time, detect and recommend competent authorities to handle responsibilities and revoke decisions that violate the law.
To improve discipline and order, proactively prevent violations in the performance of public duties, the Department of Home Affairs of provinces and cities has proactively developed an inspection and examination plan for 2024 and in the first 6 months of the year, organized 543 inspections and examinations in the field of Home Affairs (including 101 inspections and 442 examinations).
Regarding the arrangement of administrative units at district and commune levels, the Ministry of Home Affairs said that so far 53 provinces and cities have completed the overall plan.
Of which, the district level will carry out the arrangement of 49 units (including 9 units subject to arrangement, 40 encouraged and adjacent units, after arrangement, it is expected to reduce 12 units).
Commune level reorganizes 1,247 units (including 745 units subject to reorganization, 502 encouraged and adjacent units, after reorganization it is expected to reduce 624 units).
As of June 30, the Ministry of Home Affairs has received 28/53 applications for administrative unit arrangement of provinces and centrally run cities.
In which, the Ministry presides over the appraisal and completion of the project submission to the Government for submission to the Standing Committee for consideration and approval of the projects of 5 localities, 9 localities are completing the project after appraisal; 14 localities are completing the dossier for appraisal (3 localities have conducted surveys; 11 localities are completing the dossier) and 25 provinces and cities are urgently building and completing the project.
