Ministry of Public Security proposes auction of motorbike license plates, starting at 5 million VND

The Ministry of Public Security is seeking opinions from agencies and associations on a draft report explaining some new contents in the draft Law on Road Traffic Order and Safety. One of the contents mentioned by this agency is the auction of vehicle license plates.

According to the Ministry of Public Security, implementing the National Assembly's resolution on piloting the auction of license plates, from September 15, 2023 to the end of February 2024, the industry will organize online auctions of 15,185 car license plates, of which 14,062 car license plates will be auctioned and submitted by customers, with a total amount of nearly VND 1,400 billion.

The Ministry of Public Security said that the auction of car license plates meets the needs of the people, creates fairness among the interested parties, and at the same time effectively exploits public assets, increasing revenue for the State budget. In particular, the auction of license plates has received much attention, sympathy and support from the public.

However, the Ministry of Public Security believes that the auction is still limited to private cars, and has not been widely applied to other types of car license plates and motorcycle license plates. Therefore, this has not fully met the wishes of people who want to own license plates according to their preferences.

In addition, the pilot auction of car license plates will be carried out until the end of July 2026. After this time, if it continues to be implemented, the Law on Road Traffic Order and Safety must be amended.

Therefore, the Ministry of Public Security believes that at this time, it is necessary to legalize the above provisions into the draft law, in order to comply with current regulations on the issuance and management of license plates according to the vehicle owner's identification code, meeting the goals of digital citizens and digital government according to the Government's Project 06.

In particular, the Ministry of Public Security proposed to expand the subjects of vehicle license plate auctions, including license plates for cars, motorbikes, and scooters. Only excluding license plates issued to vehicles belonging to public property, vehicles of diplomatic missions, representative offices of international organizations in Vietnam, and foreigners working at those agencies.

Accordingly, the starting price of a car license plate put up for auction is not lower than 40 million VND; the starting price of a motorcycle license plate put up for auction is not lower than 5 million VND; the price step is equal to 10% of the starting price.

"The bill will also add the right of the person winning the auction of the license plate to register the winning license plate at the police agency that manages the winning license plate or the residence of the individual or the headquarters of the winning organization to suit the practical situation...", the Ministry of Public Security proposed.
