Nguyen Phuong Thanh, 36 years old, was accused of bragging about knowing the US Consul General, promising to take a rich man in Hanoi to study abroad to defraud more than 8 billion VND.
On March 24, Thanh was arrested by Ho Chi Minh City Police for his behavior.Fraudulent appropriation of property.Some people involved are also being investigated by the police for their role in assisting the suspect.
According to the investigation, Thanh knew Ngoc, who lived in Hanoi, many years ago. In 2017, knowing that he was rich and wanted to study abroad in the US, the woman approached him, boasted of her relationship with the US Consul General, and promised to help approve his application.
Believing Thanh, Ngoc's family transferred more than 4.5 billion and 153,000 USD (about 8 billion VND) many times to cover expenses. However, after a long time of waiting without getting a student visa, when he asked, Thanh always gave many reasons and then avoided him.
Police determined that Thanh had no relationship with the US Consulate General and was unable to complete the study abroad procedures as promised. The suspect used all of the victim's money for personal use. When the investigating agency invited him to work, Thanh did not cooperate and showed signs of intending to flee.
