The subject opened a processing workshop but did not register to establish a business, so he could not issue invoices when selling goods according to regulations. Zhong Dong Liang agreed with Nguyen Van Hoc (born in 1976 in Hoang Duong village, Lai Cach town, Cam Giang), who is the owner and operator of 2 companies: Dong Hung Processing and Trading LLC and Phuc Tien Leather and Footwear Industry Materials Supply LLC to buy fake invoices from companies owned by Hoc.
From May 2022 to August 2023, Zhong Dong Liang purchased 40 fake value-added invoices from Hoc with a total amount of more than 11 billion VND.
