Hurricane Francine makes landfall in US state, risking life-threatening flooding

Hurricane Francine has made landfall in Terrebonne Parish on the southern edge of Louisiana, bringing as much as 10 feet of storm surge and as much as 12 inches of rain in some parts of the state.

On September 11, Hurricane Francine made landfall in the state of Louisiana (Southern United States), causing local authorities to issue warnings about flooding and storm surges that could threaten lives.

Businesses have closed to avoid the storm while people stock up on necessities.

According to the National Hurricane Center (NHC), Category 2 Hurricane Francine made landfall in Terrebonne Parish on the southern edge of Louisiana at 5 p.m. local time on September 11 (5 a.m. on September 12, Hanoi time), with winds of 155 km/h and could cause a 3m storm surge and 304mm of rain in some areas of the state.

NHC advised people to stay indoors and away from windows. However, the storm is expected to rapidly weaken as it moves inland through Louisiana and neighboring Mississippi, the NHC said.

In Houma, people were filling sandbags, stocking up on supplies and filling up their cars with gas ahead of the storm.

Louisiana Governor Jeff Landry has declared a state of emergency and asked President Joe Biden to declare a federal emergency for the area. The president has approved the request.

In a statement thanking the president on social media X, Mr. Landry said: "Federal assistance will play a pivotal role in saving lives and property."

The Louisiana National Guard said troops were refueling vehicles in preparation for the storm, mobilizing helicopters, boats and supplies for evacuations and search and rescue.

Schools and universities around the state capital of Baton Rouge are closed until September 13, according to a government website.

A curfew starting at 2:00 p.m. on September 11 local time (6:00 a.m. on September 12 Hanoi time) has been declared in Baton Rouge.

The low-lying state of Louisiana was hit by one of the most devastating storms in US history - Hurricane Katrina - which killed more than 1,300 people in late August 2005 and caused widespread flooding.

Located at the mouth of the Mississippi River, the state of Louisiana is also a major commercial center of the United States.
