Ensuring resources for dissemination, access to law and grassroots mediation in Hai Duong

On the afternoon of February 28, the Legal Committee of the Hai Duong Provincial People's Council reviewed the submission and draft resolution stipulating a number of expenditure levels for implementing legal education and dissemination work, legal access standards and grassroots mediation in the province.

In recent years, the province's regular budget for legal education and dissemination (provided through the Department of Justice) has averaged more than 1 billion VND/year. Districts, towns and cities spend 50 million VND/year. Commune level spends 2 million VND/year. In 2023, the whole province has 129/235 commune-level units providing operating budget for mediation teams according to the spending level prescribed in the Provincial People's Council Resolution (500,000 VND/mediation team). 69/235 commune-level units will pay case fees to grassroots mediation teams with a total amount of 705 million VND.

However, the provisions on expenditure levels in current legal documents do not fully cover expenditure contents. Some contents do not have specific expenditure levels. The expenditure levels of some activities are very low, no longer suitable to reality...

At the review session, opinions emphasized the need to issue a resolution. This is the basis for ensuring resources to carry out the work of disseminating legal education, legal access standards and grassroots mediation regularly, synchronously, publicly, transparently, and in accordance with current regulations.

The leaders of the Provincial People's Council's Legal Committee requested the Department of Justice to receive opinions from members of the Provincial People's Council's Legal Committee; urgently complete the submission and draft resolution to send to the Office of the National Assembly Delegation and the Provincial People's Council.
