Bac Ninh asks to postpone the submission of the Project to the Central City

Mr. Le Hong Phuc, Director of the Department of Home Affairs of Bac Ninh province, said that he has submitted a document to the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee requesting to postpone the reporting time for the Project to establish Bac Ninh City directly under the Central Government.

Accordingly, implementing Notice No. 119 dated January 20 of the Central Party Office announcing the conclusion of the General Secretary during his visit and work in Bac Ninh province and the instructions of the provincial leaders on the development of the Project to establish Bac Ninh city directly under the Central Government, the Department of Home Affairs of Bac Ninh province has reviewed the criteria and standards prescribed for a city directly under the Central Government.

Since then, the department has advised the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee to submit to the Politburo the policy of establishing a project to establish Bac Ninh city directly under the Central Government; advised the Standing Committee of the Provincial Party Committee to establish a Steering Committee to develop the "Project to establish Bac Ninh city directly under the Central Government"...

In addition, the Department of Home Affairs of Bac Ninh province has also developed the Working Regulations of the Steering Committee for the Project to establish Bac Ninh city under the Central Government; organized the selection of a consulting unit to establish and appraise the Outline of tasks and budget estimates for the Project to establish Bac Ninh city under the Central Government.

The Department has also completed the task outline and budget estimate for the project to establish Bac Ninh city directly under the Central Government; reported and submitted to competent authorities.

Along with that, the department has issued a plan to collect documents to serve the construction of the Project to establish Bac Ninh city under the Central Government; at the same time, it has organized delegations to departments, branches, sectors of the province, the People's Committees of Bac Ninh city, Tu Son city and Tien Du district to collect documents to serve the construction of the project.

All preparations to implement the Project to establish Bac Ninh city under the Central Government are almost complete.

However, the Politburo and the Secretariat then issued Conclusion No. 126, dated February 14, on a number of contents and tasks to continue to arrange and streamline the organizational apparatus of the political system in 2025; Conclusion No. 127, dated February 28, on implementing research and proposing to continue to arrange the organizational apparatus of the political system, which set out the requirement to develop a "Project to merge a number of provincial-level administrative units, not organize at the district level, merge commune-level administrative units".

The Standing Committee of Bac Ninh Provincial Party Committee then issued a document implementing Conclusions 126 and 127 of the Politburo and Secretariat.

Therefore, to implement the above policy, the Department of Home Affairs reported to the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee to unanimously request the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to consider and decide to agree to the policy of postponing the reporting time of the Project to establish Bac Ninh City directly under the Central Government until further instructions are issued.

In addition, the Department of Home Affairs also proposed that the provincial leaders agree in principle to hire a consulting unit to develop a project to not organize district-level administrative units and arrange commune-level administrative units in Bac Ninh province according to the direction of the Central Government and assign the Department of Home Affairs to be the investor to develop the project.
