General Secretary To Lam proposed that Bac Ninh pilot the implementation of the urban government model.

On the afternoon of January 13, in Bac Ninh, General Secretary To Lam and the Central Working Delegation visited and worked with the Executive Committee of the Bac Ninh Provincial Party Committee, assessing the implementation of the Resolution of the 20th Provincial Party Congress; the results of the implementation of Resolution 18 on streamlining the organizational apparatus to ensure efficiency, effectiveness, and completion of the criteria of a class I urban area, becoming a centrally-run city; directions, goals, and tasks in the coming time.

Accompanying the General Secretary were comrades: Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Propaganda Department; General Luong Tam Quang, Politburo member, Minister of Public Security; Nguyen Duy Ngoc, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; a number of Party Central Committee members, leaders of central departments, ministries, branches and agencies.

Many socio-economic indicators are among the leading ones in the country.

According to the report of the Bac Ninh Provincial Party Committee, up to now, the province has proactively developed and completed 91% of major plans and projects in the Action Program to implement the Resolution of the 13th National Party Congress and 27/27 key programs to implement the Resolution of the 20th Provincial Party Congress. The province has basically completed the programs and projects; exceeded and achieved 20/28 targets of the Congress Resolution; in particular, 7 directive contents at the 20th Provincial Party Congress and 6 major orientations at the working session in early 2024 of Comrade To Lam, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security have basically been completed and exceeded the set targets.

The socio-economy overcomes difficulties and continues to develop. In 2024, growth is 6.03%; all 19/19 targets are completed and exceeded. Industry develops towards high technology, semiconductor industry, forming the leading electronics center in Vietnam. 100% of communes meet new rural standards, the earliest in the country.

By 2025, Bac Ninh province strives to complete the task of building new rural areas. Budget revenue for the 2021-2025 period is estimated to reach over 165,000 billion VND, an average increase of 4.7%/year; in 2024, it will reach over 33,000 billion VND, an increase of 13.29% (returning to the position of top 10 localities with the highest budget revenue in the country).

The work of planning, resolving land and environmental pollution issues has been resolutely directed and achieved many results. Up to now, it has basically met the criteria for a class I urban area by 2025 and become a centrally-run city by the end of 2026. The urbanization rate increased from 32.5% in 2020 to 60.3% in 2024, ranking 9th in the country; it is expected to reach 75% by the end of 2025 (higher than the national average of 45%).

The fields of culture, education, health, and social security are of interest, people's lives are improved; The quality of mass education and key education continues to affirm its leading position in the country. In October 2024, Bac Ninh province announced that there are no more poor households; focusing on completing the project of building temporary and dilapidated houses, to be completed in January 2025 (leading the country). National defense and security are maintained, foreign relations are expanded, international cooperation and integration are strengthened.

Bac Ninh maintains its position in the top 10 provinces in terms of digital transformation index (DTI) and information technology application (ICT Index); the proportion of digital economy/GRDP reaches 56.83%, ranking first in the country.

The province effectively implemented Project 06 of the Government; completed infrastructure, security, and ensured conditions for issuing judicial records and electronic health books on VNeID from October 1, 2024 (one of the 4 provinces to implement it the earliest).

The work of building the Party and the political system has achieved a clean and strong result; the leadership capacity and fighting strength of Party committees at all levels have been enhanced. The National Assembly delegation, People's Councils and authorities at all levels continue to innovate and improve their effectiveness and efficiency.

Striving to become a centrally-governed city by the end of 2026

Speaking at the meeting, General Secretary To Lam emphasized that Bac Ninh is a province in the Red River Delta, located north of Hanoi. With its fundamental advantages, along with the attention and facilitation of the Central Government, Party committees at all levels, authorities, business communities and people, Bac Ninh has united and made efforts to overcome difficulties.

Up to now, the province has achieved important results. Many socio-economic indicators are among the leading ones in the country. Political security and social order and safety are ensured. Party building and the political system are clean and strong. People's lives are improved. Up to now, Bac Ninh has basically met the criteria of a modern industrial province, an economic growth pole in the Red River Delta.

In the coming time, the General Secretary requested Bac Ninh province to continue to strengthen the building of a clean and strong Party and political system; promote the spirit of solidarity, creativity and drastic action of the entire Party Committee; improve the effectiveness and efficiency of management and administration at all levels, towards implementing the urban government model; reform administration, improve provincial competitiveness indexes; successfully direct Party Congresses at all levels, towards the 21st Provincial Party Congress, term 2025 - 2030.

The province needs to strictly implement the organization and apparatus arrangement of the political system of Bac Ninh province to be streamlined, operate effectively, efficiently and effectively according to the requirements in Conclusion No. 09-KL/BCĐ dated November 24, 2024 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW dated July 25, 2017 of the 12th Party Central Committee.

The General Secretary requested the province to continue ensuring social security and welfare and improving people's lives; strive to complete the goals of the Resolution of the 20th Provincial Party Congress, term 2020 - 2025; in 2025, strive to achieve and exceed the target: the base scenario increases by over 8% and the high scenario increases by over 10%; promote investment attraction for urban development, trade, and high-quality services.

The province focuses on a number of large-scale urban, tourism, entertainment and recreation areas; develops strategic transport infrastructure, industrial parks; improves urban utilities; regional trade centers; inland ports (ICDs), logistics...; creates spillover for tourism, service and cultural development, serving the Hanoi capital region and industrial parks in the area.

The General Secretary welcomed Bac Ninh province's efforts to achieve the criteria of a class I urban area by 2025 and become a centrally-run city by the end of 2026; and requested the province to develop continuous development solutions in the coming time.

Based on the effectiveness of Project 06 and breakthroughs in digital transformation, while being suitable to the characteristics of population size and socio-economic development level, the General Secretary proposed that Bac Ninh pilot the implementation of an urban government model to meet the requirements of tasks on efficiency, effectiveness and efficiency in implementing tasks; focusing on creating breakthroughs in digital transformation.

The General Secretary noted that it is necessary to pay attention to investing in, preserving and developing cultural values, ensuring social security and improving people's lives and happiness.

On the same afternoon, General Secretary To Lam and the Central Working Delegation attended and pressed the button to start construction of the "Uncle Ho Temple and Temple of Literature Park" project in Bac Ninh City.

After completion, Uncle Ho Temple and Van Mieu Park will not only be a space to express the people's infinite love for Uncle Ho, but also a historical and cultural park, a place to preserve the 18 times Uncle Ho visited Bac Ninh, at the same time, creating a connection between Bac Ninh Temple of Literature - Uncle Ho Temple - Monument to heroic martyrs of Bac Ninh province - Bas-relief following the cultural history of Bac Ninh - Kinh Bac. The project makes an important contribution to the development of urban infrastructure; enhances green space; is a cultural destination contributing to socio-economic development.

On the occasion of the New Year 2025, preparing to celebrate the traditional Tet holiday of the nation, General Secretary To Lam and the Central Working Delegation visited Amkor Technology Vietnam Factory (Yen Phong district) and met and wished a Happy New Year to workers and laborers of Bac Ninh province.

Here, General Secretary To Lam sent his best wishes and presented Tet gifts to workers and laborers in Bac Ninh province. The General Secretary requested that leaders of companies in industrial parks in the area continue to create favorable conditions for workers and union members to ensure the rights of workers, focus on health care, improve cultural and spiritual life, provide vocational training and care for workers' families so that workers can feel secure in their long-term commitment to the company.

The General Secretary hopes that foreign investors in Bac Ninh will continue to coordinate in technology transfer and develop supporting industries to make increasingly effective investments in the locality.
