5 lessons learned in emulation and reward work

Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, highly appreciated the Ministry of Home Affairs (Central Emulation and Reward Council), the standing body of the Council, for closely coordinating with the Government Office to carefully prepare for the meeting; the delegates' contributions were focused, dedicated, responsible, experienced, close to reality, clarifying the achieved results, shortcomings, limitations, causes, lessons learned and directions and tasks of emulation and reward work in the coming time.

In addition to the achieved results, the emulation and reward work still has some limitations such as: the development and promulgation of documents guiding the implementation of the Law on Emulation and Reward in 2022 by localities is still slow (25/63 provinces and cities have not issued documents); the work of discovering typical examples in the emulation movement of a number of ministries, departments, branches and localities has not been focused on; rewards for workers, farmers, direct laborers and producers are not uniform and the rate of state-level rewards is still low; the responsibility of leaders in a number of agencies and units has not been promoted; violations still occur in the reward work.

5 lessons learned

Based on the assessment of the achievements, shortcomings and limitations in emulation and reward work in the recent past, Prime Minister Pham Minh Chinh pointed out the following lessons that need to be drawn:

Firstly, ministries, branches and localities need to imbibe President Ho Chi Minh's teaching "The more difficult it is, the more we must compete" to mobilize the strength of the great national unity bloc to overcome all difficulties and challenges, and strive to complete the socio-economic development goals in 2024.

Second, emulation movements need to closely follow the leadership of the Party, the direction and administration of the Government and the Prime Minister, and solve important and urgent tasks of the country associated with the interests of the nation, people and the interests of the people.

Third, urgently complete the institutions and policies on emulation and rewards to create a unified and synchronous legal basis to promote the patriotic emulation movement.

Fourth, pay attention to the apparatus for emulation and reward work; improve and enhance the capacity and professional qualifications of the staff and civil servants; promote administrative procedure reform and digital transformation in emulation and reward work.

Fifth, when assigning tasks, the person, the work, the time, the results, and the products must be clear so that evaluation and rewards can be easy, accurate, and objective; and rewards must be correct, accurate, timely, public, transparent, and against negativity and group interests.

Directions and tasks for the last months of 2024

In the coming time, besides favorable factors, the world situation is forecasted to continue to fluctuate in a complex and unpredictable manner, with increasing risks. In the country, difficulties and challenges continue to outweigh opportunities and advantages. In this situation, in order to promote emulation movements, encourage, motivate, create motivation, and inspire the entire population and the entire political system, emulation and reward work in the coming time needs to focus on the following main tasks:

Urgently complete the issuance of documents detailing the implementation of the Law on Emulation and Commendation in 2022. Assign the Ministry of Justice to preside over and coordinate with the Ministry of Home Affairs to urge localities to develop and issue guidelines for the implementation of the Law on Emulation and Commendation in accordance with regulations and authority; issue documents providing specific guidance on issues that are still pending when implementing the Law on Emulation and Commendation and Decree 98/2023/ND-CP, creating a unified and synchronous legal basis.

Towards the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, the 80th anniversary of the People's Public Security tradition day and major national holidays in 2025 such as: 80th anniversary of the founding of the country, 50th anniversary of the liberation of the South and national reunification, welcoming the 14th National Party Congress, the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Home Affairs are assigned to coordinate with relevant agencies to guide, review, and propose rewards for collectives and individuals with outstanding achievements over the years but have not yet been rewarded, basically completing in 2024 and 2025.

The Prime Minister assigned the Ministry of Home Affairs to: Coordinate with relevant agencies to develop and submit to the Prime Minister for promulgation a Directive on promoting the emulation movement to achieve achievements in welcoming party congresses at all levels, towards the 14th National Congress of the Party.

The Ministry of Home Affairs, together with the Ministry of Transport, closely coordinates with relevant ministries, branches, agencies and localities to launch and effectively implement the emulation campaign "500 days and nights of emulation to complete 3,000km of highways". Incorporate the discussion opinions of the Council members, and finalize the draft Decision to issue the Plan to implement the emulation campaign.

Ministries, departments, branches and localities continue to launch and actively implement emulation movements; at the same time, focus on directing and implementing well the Plan to organize Patriotic Emulation Congresses at all levels and in all sectors towards the 11th National Patriotic Emulation Congress to ensure the right progress, practicality and effectiveness, creating a vibrant emulation atmosphere to achieve achievements to welcome Party Congresses at all levels, towards the 14th National Congress of the Party.

Continue to promote the propaganda of President Ho Chi Minh's patriotic emulation ideology, policies and laws on emulation and rewards; propagate and commend emulation movements, creative and effective models, typical advanced examples, good people, good deeds; results of the country's socio-economic recovery and development.

Regarding the consideration of conferring and posthumously conferring the titles of "Hero", the Ministry of Home Affairs completes the dossier and carries out the commendation proposal process in accordance with current regulations.
