President To Lam: Timely remove difficulties in emulation and reward work

According to the report, in recent times, the Central Emulation and Reward Council has focused on urging and directing ministries, departments, branches, central organizations and localities to launch and implement emulation movements to carry out assigned political tasks; focusing on solving key tasks, removing difficulties to strive to successfully complete the annual socio-economic development goals and targets and the 5-year plan (2021-2025) according to the Resolution of the 13th National Congress of the Party.

From 2021 to present, 7 emulation movements have been launched nationwide by the Prime Minister, Chairman of the Central Emulation and Reward Council. The Council organized a conference to commend and honor advanced models nationwide, on the occasion of the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2023). Ministries, departments, branches and localities have developed plans, implemented propaganda; organized many activities to promptly encourage, motivate and replicate typical models, through many forms.

Along with that, the work of advising on perfecting the institutions and laws on emulation and commendation has been focused on directing implementation, creating an increasingly perfect legal basis to improve the effectiveness and efficiency of state management on emulation and commendation. The specialized agency has issued many guiding and urging documents to improve the quality of emulation movements and commendation work. The emulation movements launched by the Prime Minister have been implemented synchronously and effectively, serving as the core and orientation for emulation movements. The work of propagating, praising and replicating advanced models has been directed and implemented with attention, many advanced models have been honored and rewarded, creating a spread in the community. The work of advising on the Plan to organize the Patriotic Emulation Congress at all levels and sectors, summarizing 10 years of implementing Directive No. 34-CT/TW has been carried out promptly and on schedule. The Central Emulation and Reward Council and its members uphold the sense of responsibility, proactively carry out tasks and work plans, contributing to improving the quality of emulation and reward work.

At the meeting, representatives of the Standing Committee of the Emulation and Reward Council, relevant agencies and units clarified the situation of emulation and reward work in recent years; oriented emulation and reward work in the coming time; as well as discussed difficulties and problems that need to be removed, resolved and proposals and recommendations of the Emulation and Reward Council.

At the meeting, President To Lam said that emulation and reward work must create a vibrant competitive atmosphere, arouse confidence and pride among cadres, party members and people to strive to complete tasks with the highest quality, contributing positively to the overall development of the country. In particular, reward work must be substantial, for the right people, the right job, not too mechanical and worthy of contributions.

The President stated that in 2025, there will be many events to celebrate major holidays of the Party, the country and the nation such as: 95 years of the Party's founding; 50 years of the complete liberation of the South and national reunification; 80 years of the successful August Revolution and National Day September 2; 2025 will have round anniversaries of most ministries, branches and many localities across the country... posing many tasks for emulation and reward work.

The President affirmed that the country is increasingly developing and achieving more and more achievements, so it is necessary to create an exciting atmosphere, encourage competition, and reward the contributions of officials and people. Therefore, the emulation and reward work needs to be reviewed to be closer to reality.

On the other hand, many veteran cadres have made great contributions to the revolution, many cadres and soldiers have made great contributions to the Fatherland, but the work of commendation is still stuck and unresolved. Therefore, the President requested to focus on removing difficulties and finding reasonable solutions to commendation cases for organizations and individuals with achievements in the resistance war that have not been done due to objective reasons. Along with that, the 40-year process of Doi Moi also raises many issues for emulation and commendation work in labor production and innovation.

The President commended the Ministry of Home Affairs for its timely statistics and reports on emulation and reward work; agreed with the four tasks on emulation and reward work set forth by the Ministry of Home Affairs; highly appreciated the spirit, responsibility and positive contributions of the Council members; the results that the patriotic emulation movement and emulation and reward work have achieved in the past time, contributing significantly to the overall achievements and successful implementation of tasks in all fields of the country.

Regarding recommendations and proposals, the President agreed to summarize 10 years of implementing Directive No. 34-CT/TW, dated April 7, 2014 of the Politburo on continuing to innovate emulation and reward work; noting that the summary should include an assessment of the contributions of emulation and reward work in nearly 40 years of national renovation.

The President also requested the Central Council for Emulation and Rewards to advise and propose to the Politburo to issue a new directive on emulation and rewards, in which it is necessary to pay attention not only to emulation and rewards for the upcoming congress term but also to emulation towards the 100th anniversary of the founding of the Party, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam; noting that emulation and rewards work aims to honor the contributions of cadres and people.

The President also noted that the removal of obstacles when implementing the 2022 Law on Emulation and Commendation and related legal regulations must be strictly maintained and properly implemented. When there are difficulties in applying the regulations, proposals and recommendations must be made to promptly resolve them.

According to the President, it is necessary to ensure that those who have contributed to the country have a regime and timely rewards. In the immediate future, the Central Emulation and Reward Council and the Ministry of Home Affairs need to review the list of veteran officials who have contributed to the country to have a specific report and make recommendations to the Politburo and the Secretariat to promptly reward them on the country's great anniversary, showing meaningful gratitude and honor.

The President suggested that in the coming time, the emulation and reward work should focus on institutionalizing the Party's policies to perfect the legal system and promptly remove difficulties related to emulation and reward work. Emulation and reward work should be associated with administrative procedure reform to ensure timeliness, accuracy, effectiveness, and motivation; at the same time, it should be transparent, educational, and exemplary; focus on direct workers and producers in emulation and reward work; consolidate the apparatus for emulation and reward work and promptly resolve shortcomings in the work of granting and exchanging reward objects; step up propaganda and grasp public opinion on emulation and reward work.
