Exporting more than 37,207 tons of national reserve rice to support poor students

The Ministry of Finance assigned the General Department of State Reserves to issue 37,207,138 kg of rice from the national reserve to the provinces to support students in the first semester of the 2023-2024 school year.

The Ministry of Finance has just issued Decision No. 2036/QD-BTC dated September 25, 2023 to export more than 37,207 tons of rice from the national reserve to support poor students and general schools in extremely disadvantaged communes and villages of 41 provinces and cities.

According to the decision, the Ministry of Finance assigned the General Department of State Reserves to issue (without collecting money) 37,207,138 kg of rice from the national reserve to the provinces to support students in the first semester of the 2023-2024 school year according to the provisions of Decree No. 116/2016/ND-CP of the Government stipulating the subjects, support levels, records, procedures, authority, allocation process and funding for implementing support policies for primary, secondary and high school students in extremely disadvantaged communes and villages.

The Ministry of Finance requested the General Department of State Reserves to base on the quantity of national reserve rice at the time of distribution and the rice receiving plan of the Provincial People's Committees, assign tasks to the regional State Reserve Departments to coordinate with the Provincial People's Committees to organize the delivery and receipt of rice at the district, town and city centers of the province according to the allocation plan of the Provincial People's Committees.

During the implementation process, if the actual amount of rice received by the locality in the first semester is lower than the amount of rice decided by the Ministry of Finance, the amount of rice requested by the locality shall be provided; if the actual amount of rice received by the locality in the first semester is higher than the amount of rice decided by the Ministry of Finance, the amount prescribed by the Ministry of Finance shall be provided and the locality's request shall be compiled and submitted to the Ministry of Finance for consideration and handling according to regulations.

The General Department of State Reserves is responsible for organizing the delivery and receipt of national reserve rice in accordance with the provisions of Circular 51/2020/TT-BTC of the Minister of Finance regulating the process of issuing, receiving, distributing, and using national reserve goods for relief, support, and aid and managing funds to ensure the issuance, delivery, and receipt of goods for relief, support, and aid and guiding documents of the Ministry of Finance.

The Ministry of Finance also requested the People's Committees of the provinces to perform the tasks prescribed in Decree 116/2016-ND-CP and the guiding documents of the Ministry of Finance, ensuring the reception, classification and use of rice support for the right subjects, support levels and support periods of the school year, avoiding loss and negativity in the process of receiving, distributing and using rice.

In addition, the Ministry of Finance also requested the People's Committees of the provinces to focus on directing local rice receiving units to transport national reserve rice from district, town and city centers of the province to schools or appropriate locations for distribution to subjects according to regulations; take full responsibility for records, data, and basis for proposing the use of national reserve rice to provide to localities to implement policies and report on rice receiving results.
