According to Hai Duong City Police, three-wheeled electric vehicles are not allowed on the streets.
Recently, in Hai Duong city, there have appeared a number of vehicles, including three-wheeled electric vehicles with or without a roof, without a license plate, circulating on the road.
On December 2, Hai Duong City Police issued a warning to some owners of three-wheeled electric vehicles, most of whom are elderly. Many owners said that most of the vehicles were brought from other places and that Hai Duong does not sell this type of vehicle.
According to Hai Duong City Police, the number of three-wheeled electric vehicles in Hai Duong City is not large. Hai Duong City Police recommends that this type of vehicle is not allowed to circulate. This type of vehicle has an unknown origin and does not have a quality inspection agency, does not have the necessary documents, and does not meet the technical safety conditions according to current regulations to register the vehicle for traffic.
In order to ensure traffic safety and order and protect the rights of the people, Hai Duong City Police recommends that people do not buy, sell, exchange and use electric three-wheeled vehicles without the required documents to contribute to ensuring traffic safety and order in the area.
According to information from the General Department of Market Management, since 2008, Resolution No. 05/2008/NQ-CP of the Government has clearly stated that no new licenses will be issued for 3-wheeled motor vehicles in circulation. For 3-wheeled motor vehicles in circulation, the competent authorities have issued regulations prohibiting their circulation (including imported 3-wheeled motor vehicles) in inner cities, towns and on national highways. 3-wheeled vehicles are not allowed to circulate in Vietnam, except in special cases.
On August 4, 2015, the Ministry of Finance issued document 10613/BTC-TCHQ to the Ministry of Transport, affirming that if enterprises import three-wheeled vehicles but do not have them inspected by the Vietnamese Registry for technical safety and environmental protection, the customs authority will not carry out customs clearance procedures.
