Within the framework of his official visit to the Russian Federation, on the afternoon of November 30, in Moscow, President Nguyen Xuan Phuc had talks with President of the Russian Federation Vladimir Putin.
Speaking at the talks, President Putin warmly welcomed and highly appreciated President Nguyen Xuan Phuc's visit to Russia, which created a strong driving force to strengthen the Vietnam-Russia Comprehensive Strategic Partnership; highly appreciated Vietnam's achievements in socio-economic development and enhancing its prestige in the international arena; and affirmed that the Russian Federation always considers Vietnam a leading strategic partner in the region.
President Nguyen Xuan Phuc expressed his pleasure to revisit the Russian Federation and meet President Putin, a great and close friend of the Vietnamese people; affirmed that Vietnam always attaches importance to the traditional friendship and comprehensive strategic partnership with the Russian Federation, and wishes to further strengthen cooperation in all fields, for the common interests of the two countries.
The President also conveyed greetings and best wishes from General Secretary Nguyen Phu Trong and other leaders of the Vietnamese Party and State to Russian President Vladimir Putin.
In an atmosphere of trust, sincerity and openness, typical of the traditional friendship between Vietnam and the Russian Federation, President Nguyen Xuan Phuc and Russian President Vladimir Putin discussed and agreed on many important directions and measures to open a new phase of cooperation, deepening the depth, effectiveness and practicality of the Vietnam-Russia Comprehensive Strategic Partnership with a vision to 2030.
The two Heads of State also discussed many international and regional issues of mutual concern, as well as cooperation between the two countries in the international arena to contribute to peace, stability and common prosperity.
President Nguyen Xuan Phuc and Russian President Vladimir Putin assessed that the Vietnam-Russia political-diplomatic relationship has a high level of strategic trust, with contacts at all levels, especially high-level, maintained regularly within both bilateral and multilateral frameworks despite the adverse impacts of the COVID-19 pandemic; agreed to promote delegation exchanges through all channels of the Party, State, National Assembly, Government, as well as local and people-to-people exchanges after the COVID-19 pandemic is controlled.
The two leaders highly appreciated the defense and security cooperation, which has achieved many important achievements, deepening the trustful political relationship between the two countries and affirmed their determination to make economic cooperation an important pillar of Vietnam-Russia relations.
President Nguyen Xuan Phuc and President of the Russian Federation Vladimir Putin said that although trade and investment cooperation has maintained positive growth in recent times, there is still much potential and room for development as the two economies have goods and services that complement each other rather than compete with each other. They agreed to continue to effectively implement the Free Trade Agreement between Vietnam and the Eurasian Economic Union, as well as further facilitate bilateral trade and investment, in order to create strong breakthroughs in these important areas of cooperation.
The two leaders affirmed that energy and oil and gas continue to be one of the main pillars of the Comprehensive Strategic Partnership, bringing practical benefits to the two countries; agreed to continue maintaining and expanding the operations of Vietnamese oil and gas enterprises in Russia and Russian oil and gas enterprises on Vietnam's continental shelf in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); welcomed and facilitated cooperation between the two countries in the fields of liquefied gas supply, gas-to-thermal power, renewable energy, etc.; accelerated the project to build a Center for Nuclear Science and Technology Research in Vietnam, considering this one of the key projects between the two countries in the coming time.
The two sides highly appreciated the trustworthy, substantive, effective and comprehensive cooperation between Vietnam and the Russian Federation in traditional and potential fields such as education-training, science-technology, culture, tourism, information and communication, etc.; supported the promotion of direct relations between localities and friendship organizations and people of the two countries, contributing to further enriching comprehensive cooperation between Vietnam and Russia in all fields; agreed to soon reopen direct flights right after the epidemic is controlled to restore exchanges between the people of the two countries, etc.

President Nguyen Xuan Phuc and President Vladimir Putin highly appreciated the cooperation between the two countries in the field of COVID-19 prevention and control in recent times, including very practical sharing actions and mutual support in the fight against the epidemic, such as donating masks, medical supplies, vaccines, etc.
Also within the framework of the talks, the two leaders discussed the world and regional situation. President Nguyen Xuan Phuc supported and highly appreciated Russia's growing role as a power and international prestige in the region; affirmed that Vietnam is ready to act as a bridge for cooperation between Russia and ASEAN and Asia-Pacific countries.
The two leaders also discussed coordination in maintaining peace, stability, ensuring security, safety, and freedom of navigation and aviation in the Asia-Pacific region, including the East Sea, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
On this occasion, President Nguyen Xuan Phuc thanked President Vladimir Putin, as well as authorities at all levels of the Russian Federation, for always paying attention and creating favorable conditions for Vietnamese citizens to live, work and study stably in Russia, especially ensuring medical care conditions in the context of the COVID-19 pandemic.
At the end of the talks, President Nguyen Xuan Phuc and President Vladimir Putin issued a Joint Statement on the Vision of the Vietnam-Russia Comprehensive Strategic Partnership until 2030, aiming to guide the deep trust cooperation between the two countries in all fields to become increasingly deeper, more substantial and effective, meeting the long-term interests of the two countries and peoples, contributing to peace, security and sustainable development in the region and the world.
Immediately after the talks, President Vladimir Putin held an intimate reception for President Nguyen Xuan Phuc.
The two leaders continued to discuss bilateral relations and issues of mutual concern in a warm, open and friendly atmosphere.
President Nguyen Xuan Phuc also invited President Vladimir Putin to visit Vietnam again soon. President Vladimir Putin sincerely thanked him and happily accepted the invitation.
