Typhoon Yinxing enters the East Sea, Prime Minister issues dispatch in response

Early this morning, Typhoon Yinxing entered the eastern sea of ​​the North East Sea, becoming the seventh typhoon in 2024.

At 4:00 a.m., the center of the storm was located at approximately 18.5 degrees North latitude; 119.8 degrees East longitude, in the eastern sea of ​​the North East Sea. The strongest wind near the center of the storm was level 14 (150-166 km/h), gusting to level 17. Moving westward at a speed of approximately 15 km/h.

From the next 72 to 120 hours, the storm moved in a southwest direction, traveling 10-15km per hour, and continued to weaken.

Due to the influence of storm No. 7, the eastern sea area of ​​the North East Sea has strong winds of level 8-11, near the storm's eye level 12-14, gusting to level 17, waves 4.0-6.0m high, near the eye 6.0-8.0m; rough seas.

Ships operating in the above mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds and large waves.

Previously, on the afternoon of November 7, Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 114/CD-TTg of the Prime Minister requesting relevant ministries, branches and localities to proactively respond to storm YINXING.

Telegram sent to the Chairmen of the People's Committees of the provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa and the Ministries: National Defense, Public Security, Natural Resources and Environment, Agriculture and Rural Development, Industry and Trade, Transport, Construction, Foreign Affairs.

The dispatch clearly stated that this is a strong storm with complex developments. To proactively respond and limit damage caused by the storm, the Prime Minister requested Ministers and Chairmen of People's Committees of provinces and cities to monitor and update developments of the storm, rain, and floods, promptly direct and deploy response work according to assigned functions and tasks, focusing on the following specific tasks:

Firstly, the Chairmen of the People's Committees of provinces and cities proactively direct and deploy storm response work in a timely and effective manner, in accordance with the actual developments of storms and floods in the locality.

Focus on strictly controlling ships going out to sea, ensuring safety for vehicles and ships still operating at sea and at anchorages and shelters.

Review plans, be ready to evacuate residents in dangerous areas, promptly deploy measures to ensure the safety of people's lives and property when the storm is at risk of direct impact.

Proactively deploy work to ensure safety of dykes, reservoirs and dams; prepare forces and means to promptly support people, rescue and overcome the consequences of storms and floods.

Second, the Ministry of Natural Resources and Environment closely monitors, forecasts, and promptly updates information on storm developments so that relevant agencies and people can proactively deploy response measures.

Third, the Ministry of National Defense and the Ministry of Public Security direct relevant agencies and units to review response plans, proactively organize and deploy forces and means to be ready to support localities in responding to storms and floods when requested by localities.

Fourthly, the Ministry of Industry and Trade, the Ministry of Transport and relevant ministries and branches, according to their state management functions and assigned tasks, shall proactively direct and coordinate with localities to deploy work to ensure safety for offshore oil and gas activities, mineral exploitation and power grid systems; ensure safe operation of hydroelectric reservoirs; and ensure traffic safety according to regulations.

Fifth, the Minister of Agriculture and Rural Development shall closely monitor the situation, proactively direct and effectively implement storm and flood response work according to assigned tasks and authority; ensure the safety of agricultural production activities, dykes, reservoirs and dams; promptly report and propose to the Prime Minister issues beyond his authority.

Sixth, Vietnam Television, Voice of Vietnam, Vietnam News Agency and other media agencies should increase reporting on the storm's developments and response efforts so that people know and proactively prevent and avoid it.
