However, in the process of law enforcement, there are many reasons that have led to a segment of the population being frustrated and making prolonged complaints. More seriously, hostile forces and exiled organizations have incited and enticed people to take advantage of their right to complain and denounce to disrupt security and order, thereby carrying out political schemes against our Party and State...

Over the years, under the leadership of the Party, the work of handling complaints and denunciations has made an important contribution to protecting the legitimate rights and interests of the people on the basis of the law; contributing to maintaining political stability, security, order and social safety (SSO), promoting economic and social development in our country. However, in practice, a number of issues have also arisen that affect the legitimate rights and interests of the people, leading to the situation of complaints and denunciations in our country tending to increase and become more complicated.

In 2023 alone, there were 391,512 people coming to complain, denounce, petition, and reflect on 294,909 cases, including 2,943 large groups; of which, the total number of denunciations under the jurisdiction of administrative agencies at all levels was more than 7,000 (an increase of 15.5% compared to 2022). Notably, administrative complaints and denunciations related to land continue to be a hot spot, especially in localities with many investment projects related to land acquisition, compensation and clearance, such as: Ho Chi Minh City, Hanoi, Da Nang, Hai Phong...

The above situation stems from many causes: Difficulties, frustrations, and conflicts at the grassroots level have not been promptly detected and satisfactorily resolved; the system of legal documents of the State on handling complaints and denunciations is still lacking in synchronization and unity; the agencies implementing policies and laws, especially on land, agriculture, environment... are not correct and not complete; the government and functional agencies have not proactively dialogued with people to resolve problems, have not done a good job of propaganda and mobilizing people to comply...

In addition, there is also a deep-rooted cause that hostile forces always seek to take advantage of the right to complain and denounce to direct, incite, attract, and gather people to participate in carrying out a "color revolution" against our country. Participating in supporting and directing many incidents and hot spots are hostile forces and reactionary organizations in exile, such as: Viet Tan, Viet Dynasty, Free Vietnam Alliance... They, through disgruntled subjects and political opportunists in the country, take advantage of people's frustration and lack of understanding of the law to incite, incite, and attract them to take advantage of the right to complain and denounce to file lawsuits, gather in large numbers to disrupt security and order, and obstruct the implementation of policies and laws in the locality; thereby, in order to influence and exert pressure to intervene in the process of building the legal system, creating a legal basis for the formation of "civil society" organizations, opposition political organizations, and legalizing activities of propaganda, slander, demonstrations, and riots against our Party and State.

Hostile forces take advantage of the time when important political events take place in the country, such as: Party Congresses, elections of National Assembly and People's Councils at all levels, international cooperation forums; take advantage of the complicated context and situation in the world and the region, the emergence of sensitive political and economic issues, territorial sovereignty disputes between countries... to incite and entice people in localities where disputes and complaints occur, or people whose rights and interests are violated to file complaints..., gather to participate in marches and protests, causing complications in security and order, and hindering normal activities of society.

In terms of methods and tricks, hostile external forces set up "movements" and "organizations" to both mobilize donations of money and materials and to incite and entice people in localities where disputes and lawsuits occur or people whose rights and interests are violated to file lawsuits, participate in protests or marches, demonstrations, and distribute leaflets to call on outsiders to support "domestic compatriots". They thoroughly take advantage of the internet and social networks to establish pages and groups to incite, gather, and entice people with similar views to make false complaints and accusations, affecting the normal operations of agencies, organizations, and individuals; take advantage of post and telecommunications to send anonymous petitions and letters or spread false rumors to slander and defame with the aim of discrediting the leaders of the Party, the State, and functional agencies.

They guide people to write petitions, letters of complaint, make banners, slogans, go to the headquarters of Party agencies, authorities at all levels to put pressure; guide people to write articles posted on the internet, social networks to create buzz. These subjects also seek to distort policies, laws, accuse the government of violating democracy, human rights, distort the real situation, exaggerate incidents to gain support from outside and attract other people to participate in protests, disrupt security and order, violate security and order - social order and safety. Typical examples are the case of complaints and denunciations beyond the level of the project to reclaim land, relocate Lien Tri Pagoda, No. 153, Luong Dinh Cua Street, An Khanh Ward, District 2, Ho Chi Minh City; the lawsuit at Bat Nha Monastery, Dam'bri Commune, Bao Loc City, Lam Dong Province...

In order to expose and combat activities that take advantage of complaints to violate national security and order in our country, it is necessary to focus on synchronously implementing the following key solutions:

Firstly, the competent authorities advise local Party committees and authorities to seriously and effectively implement the Party's guidelines, the State's policies and laws on religion, ethnicity, land, compensation and site clearance policies and documents guiding the settlement of complaints and denunciations; effectively carry out propaganda and mobilize people to comply; take stabilizing people's hearts as the basic principle in settling complaints and denunciations; enhance people's trust in the State and authorities at all levels in settling complaints and denunciations; prioritize the settlement of legitimate rights of the people, ensuring harmony with the common interests of the State.

Second, strengthen propaganda among the people about the enemy's plots and activities to take advantage of the right to complain and denounce to attract and incite people to violate local security and order, thereby voluntarily participating in the work of preventing, detecting and combating activities that take advantage of the right to complain and denounce to commit illegal acts; each person when making complaints and denunciations must clearly understand and properly exercise the right to complain and denounce on the basis of the law. Flexibly apply working measures in resolving disputes and complaints, contributing to ensuring security and order; in which, focus on applying administrative regulations, using the strength of the masses to resolve.

Third, do a good job of grasping the situation, detecting, combating, preventing in a timely manner, and ending activities that take advantage of the right to complain and denounce to incite and entice people to participate in activities that violate national security and order or sponsor and incite false complaints and denunciations, and to go beyond the level of authority; promptly resolve conflicts, lawsuits, and complicated hot spots of national security and order in the locality, not allowing them to spread, prolong, or go beyond the level of authority. Regularly innovate the form and content of the movement for the entire people to protect national security to ensure practicality and effectiveness; focus on building solidarity and culture in residential groups and neighborhoods; build and replicate models of self-management of national security and order in each locality.

Fourth, functional departments, ministries and branches regularly coordinate to review and evaluate the implementation of policies and laws on religion, ethnicity, land, policies to ensure social security, hunger eradication and poverty reduction in order to promptly detect loopholes and shortcomings in order to propose amendments, supplements and improvements to suit reality. Promote the role of Party committees and authorities at all levels in leading and directing the promotion of the combined strength of functional agencies and people of all walks of life in coordinating with the police force to promptly resolve complicated and prolonged disputes and complaints that cause instability in the local political security situation. In handling sensitive issues on ethnicity, religion and land, it is necessary to calculate and consider the appropriate time, ensuring political, legal and foreign affairs requirements in order to gain widespread support from the masses.

Fifth, Party committees and authorities at all levels must constantly pay attention to building and consolidating the grassroots political system. Continue to promote and implement the Democratic Charter synchronously, thoroughly and effectively in rural areas, especially in ethnic minority areas, remote and isolated areas. Continue to effectively implement programs and projects on economic and social development, hunger eradication and poverty reduction, ensuring social security, regularly taking care of the material and spiritual life of the people; constantly improve the intellectual, cultural and social level of ethnic minorities, remote and isolated areas. Pay attention to building and consolidating the national defense and people's security; build a strong local people's armed forces, which are truly the core in maintaining local security and order.
