According to records, on October 15, 1997, a group of workers from Construction Enterprise 18 working at Binh Thuan Sugar Factory (Ma Lam town, Ham Thuan Bac district) gathered to cause trouble, fight, and obstruct Ham Thuan Bac district police officers from performing their duties, including Nguyen Van Tot (then 23 years old, residing in Doan Thuong commune, Tu Loc district, Hai Hung province, now Gia Loc district, Hai Duong province).
After that, Tot fled and did not comply with the summons of the police agency, so on November 18, 1997, the Investigation Police Agency of Binh Thuan Province Police issued a decision to prosecute the accused and search for Nguyen Van Tot for disturbing public order, resisting law enforcement officers, and intentionally causing injury.
