Lieutenant General Pham The Tung and Major General Nguyen Ngoc Lam appointed as Deputy Ministers of Public Security

The Prime Minister decided to appoint Major General Nguyen Ngoc Lam, Director of the Police Department for Investigation of Crimes of Corruption, Economy, and Smuggling, and Lieutenant General Pham The Tung, Director of the Department of Internal Political Security, as Deputy Ministers of Public Security.
President To Lam and Minister Luong Tam Quang, along with leaders and former leaders of the Ministry of Public Security, congratulate Deputy Minister Pham The Tung and Deputy Minister Nguyen Ngoc Lam.
On the morning of July 17, the Central Party Committee of the Public Security and the Ministry of Public Security held a ceremony to announce the Prime Minister's Decision on the appointment of Deputy Ministers of Public Security to Lieutenant General Pham The Tung, Director of the Department of Internal Political Security, and Major General Nguyen Ngoc Lam, Director of the Department of Investigation Police for Crimes of Corruption, Economy, and Smuggling.
Attending the ceremony were President To Lam; Minister of Public Security Luong Tam Quang and leaders of several ministries and branches.
Authorized by the Prime Minister, Mr. Truong Hai Long, Deputy Minister of Home Affairs, announced the Prime Minister's decisions to appoint Lieutenant General Pham The Tung and Major General Nguyen Ngoc Lam as Deputy Ministers of Public Security.
Speaking at the ceremony, Minister of Public Security Luong Tam Quang expressed his confidence and hope that with more than 30 years of practical experience, Deputy Minister Pham The Tung and Deputy Minister Nguyen Ngoc Lam will continuously train and cultivate revolutionary ethics, uphold the responsibility of setting an example; unite, strive, and make efforts to overcome all difficulties, promote the spirit of daring to think, daring to do, daring to take responsibility, devoting themselves to the common cause to excellently complete the political tasks entrusted to them by the Party, State, and people.

At the ceremony, Deputy Minister Pham The Tung and Deputy Minister Nguyen Ngoc Lam promised to seriously accept the Minister's instructions and will make every effort, together with the Central Public Security Party Committee and the leadership of the Ministry of Public Security, unite, agree, and advise the Secretary of the Central Public Security Party Committee and the Minister to continue to inherit and promote the glorious tradition of the heroic Vietnam People's Public Security Force, lead the entire Public Security Force to be exemplary, take the lead, and successfully implement the Party's resolutions, first of all the Resolution of the 13th National Party Congress, resolutions, directives, and conclusions on protecting the Fatherland, protecting national security, firmly protecting revolutionary achievements, and national and ethnic interests.
Major General Nguyen Ngoc Lam was born in 1973, from Nghe An. He graduated from the People's Police Academy with a major in economic police. During his career, he held many important positions in the Ministry of Public Security.
In February 2022, he was transferred to the position of Director of the Department of Police Investigation of Corruption, Economic and Smuggling Crimes (C03).
Previously, in June 2020, Mr. Nguyen Ngoc Lam was transferred to the position of Director of Quang Ninh Provincial Police, after serving as Deputy Chief of Office of the Investigation Police Agency, Ministry of Public Security.
During his time working in Quang Ninh province, Mr. Nguyen Ngoc Lam led the Quang Ninh Provincial Police force to crack down on many economic cases, typically the hundreds of billions of dong ore smuggling ring from Bac Ninh to Quang Ninh and then exported to China in September 2020.
During the Covid-19 outbreak in 2021, the Quang Ninh Provincial Police force, led by Mr. Nguyen Ngoc Lam, dismantled a series of illegal immigration and emigration rings from China via land in Quang Ninh to foreign countries.
Lieutenant General Pham The Tung, born in 1972, is from Hung Yen. He has a Master's degree in police operations. In 2012, he became the Chief of Khoai Chau District Police, Hung Yen Province. In 2014, Mr. Pham The Tung became Deputy Director of Hung Yen Provincial Police. In October 2019, he became Director of Bac Ninh Provincial Police. In 2021, he was transferred to become Director of Nghe An Provincial Police.
In December 2023, while working as Director of Nghe An Provincial Police, Mr. Pham The Tung was transferred to become Director of the Department of Internal Political Security, Ministry of Public Security.
