Submit to the National Assembly to adjust the Government structure for the 2021-2026 term

In the previous report to the Standing Committee, the Government proposed that the National Assembly consider deciding on the organizational structure of the Government for the 15th National Assembly term, including 14 ministries and 3 ministerial-level agencies, reducing 5 ministries, branches and 3 agencies compared to the present.

Specifically, the Ministry of Finance was established on the basis of merging the Ministry of Planning and Investment and taking the name of the Ministry of Finance, basically inheriting the functions and tasks assigned to the two ministries. The new Ministry of Finance will also receive the functions, tasks, organizational structure of the Vietnam Social Security, the rights, obligations, and responsibilities of the owner representative for 18 state-owned corporations and groups currently assigned to the State Capital Management Committee at Enterprises.

The Ministry of Construction was established on the basis of merging the Ministry of Construction and the Ministry of Transport, basically inheriting the functions and tasks assigned to the two ministries. The functions and tasks of state management of testing and granting of road motor vehicle driving licenses were transferred to the Ministry of Public Security.

The Ministry of Agriculture and Environment was established on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, basically inheriting the functions and tasks assigned to the two ministries and taking over the task of state management on poverty reduction from the Ministry of Labor, War Invalids and Social Affairs.

The Ministry of Science and Technology was established on the basis of merging with the Ministry of Information and Communications, basically inheriting the functions and tasks assigned to the two ministries. The functions, tasks, and organizational structure of the press and publishing management apparatus were transferred from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.

The Ministry of Home Affairs was established on the basis of merging with the Ministry of Labor, War Invalids and Social Affairs to perform the functions and tasks of the current Ministry of Home Affairs and the state management functions of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality from the Ministry of Labor, War Invalids and Social Affairs.

The state management function of vocational education is transferred from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Education and Training. The state management function of social protection, children, and social evil prevention and control is transferred to the Ministry of Health. The state management task of drug addiction treatment and post-drug addiction treatment management is transferred to the Ministry of Public Security.

The Ministry of Ethnic Minorities and Religions was established on the basis of the current Ethnic Minorities Committee and received the functions, tasks, and organization of the state management apparatus on religion from the Ministry of Home Affairs.

In addition to the new ministries, the Government's organizational structure will maintain the ministries and ministerial-level agencies, including: Ministry of National Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism, Ministry of Foreign Affairs, Ministry of Education and Training, Ministry of Health, Government Office, Government Inspectorate, and State Bank of Vietnam.

The National Assembly Standing Committee has resolved to increase the number of Deputy Ministers and deputy heads of ministerial-level agencies to meet the requirements of staff arrangement after streamlining the apparatus.

The Ministry of Foreign Affairs is allowed to increase by one so that the total number of deputy ministers does not exceed 7. The Ministry of Finance and the Ministry of Construction are allowed to increase by 4 so that the total does not exceed 9. The Ministry of Home Affairs is allowed to increase by two so that the total does not exceed 7. The State Bank of Vietnam is allowed to increase by one Deputy Governor so that the total does not exceed 6.

Currently, the Government for the 2021-2026 term has 27 members including: Prime Minister Pham Minh Chinh, 5 Deputy Prime Ministers including: Nguyen Hoa Binh (Permanent Member); Tran Hong Ha; Le Thanh Long; Ho Duc Phoc; Bui Thanh Son (also Minister of Foreign Affairs).

Ministers: National Defense Phan Van Giang; Public Security Luong Tam Quang; Home Affairs Pham Thi Thanh Tra; Justice Nguyen Hai Ninh; Planning and Investment Nguyen Chi Dung; Finance Nguyen Van Thang; Industry and Trade Nguyen Hong Dien; Agriculture and Rural Development Le Minh Hoan; Transport Tran Hong Minh; Construction Nguyen Thanh Nghi; Natural Resources and Environment Do Duc Duy; Information and Communications Nguyen Manh Hung; Labor, War Invalids and Social Affairs Dao Ngoc Dung; Culture, Sports and Tourism Nguyen Van Hung; Science and Technology Huynh Thanh Dat; Education and Training Nguyen Kim Son; Health Dao Hong Lan.

The heads of ministerial-level agencies include Minister and Head of the Government Office Tran Van Son; Minister and Head of the Ethnic Committee Hau A Lenh; Governor of the State Bank of Vietnam Nguyen Thi Hong and Government Inspector General Doan Hong Phong.

Also this morning, the National Assembly will discuss in the hall: Draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities; Special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.

Next, the National Assembly met separately to listen to the Report and the Examination Report on a number of urgent mechanisms and solutions needed to implement the project to renovate, repair, upgrade, and build a new headquarters for the Office of the President.

In the afternoon, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; then listened to the Submission and Report on the examination of the plan to invest in additional charter capital for the period 2024-2026 of the parent company - Vietnam Expressway Corporation (VEC) and discussed this content in the hall.
