The 4th meeting of Hai Duong Provincial People's Committee in August on the afternoon of August 13 reviewed the project to establish and implement the planning for the construction of the province's Specialized Economic Zone.
To ensure the feasibility, science and effectiveness of the project to establish a Special Economic Zone in Hai Duong province, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested departments, branches and localities to study, evaluate and analyze related contents according to their assigned functions and tasks. The participating opinions must be based on actual conditions to forecast the development situation. Agencies and units are responsible for providing information on the fields and localities in charge to the Department of Planning and Investment and consulting units to complete the project to establish a Special Economic Zone. In particular, attention should be paid to issues of industrial infrastructure, transportation, agricultural development, social infrastructure, housing, land, etc. At the same time, it is necessary to identify potential investors to attract investment in the Special Economic Zone.
Regarding the planning of the Special Economic Zone, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, assigned the Department of Construction to advise on the planning task. The planning task will be the basis for developing the planning project.
The Department of Planning and Investment, the consulting unit, analyzed the comparative advantages in terms of geographical location, infrastructure connections, human resources, and policy mechanisms. At the same time, it pointed out the limitations in local experience and potential, and investment attraction as the basis and foundation for developing a project to establish a Special Economic Zone in Hai Duong province. The project also assessed the ability to meet the conditions for establishment and the direction of development of the Special Economic Zone. From there, it proposed solutions to build, develop the economic zone and organize implementation.
The special economic zone is located in the west of Hai Duong province, south of the Hanoi-Hai Phong highway, with a total area of about 5,300 hectares in the two districts of Binh Giang and Thanh Mien. The special economic zone of Hai Duong province will have 7 functional sub-zones.
Of which, 13 industrial parks and 3 industrial clusters will be formed with a total area of over 3,150 hectares. The commercial service and logistics area will be 75 hectares near the Hanoi-Hai Phong highway. The innovation center will be about 60 hectares wide, which is the core of the province's high-tech industrial development. The public infrastructure development area will be 60 hectares, building educational, medical, and park facilities, etc.
The urban and residential area has an area of about 530 hectares planned in association with industrial parks, oriented towards green and smart urban development. The current residential area of 1,574 hectares will be planned to be synchronously connected with the regional technical infrastructure. The agricultural development area will be oriented towards high-tech agriculture and organic agriculture.
At the meeting, the Department of Construction proposed that the Provincial People's Committee assign the Department to organize the preparation of the general planning of the Special Economic Zone. The time for preparing the general planning task is 2 months from the date of assignment by the province. The time for preparing the general construction planning project is 12 months from the date of selecting the consulting unit.
