Many public housing and land facilities in Hai Duong city have had plans to handle and rearrange, ensuring effective land use.

Recently, communes and wards in Hai Duong city have stepped up the review and classification of public offices and public lands that are not used or used ineffectively to develop appropriate treatment plans and limit waste.

Many headquarters are not in use.

Implementing the direction of the City Party Committee and the People's Committee of Hai Duong City, Tran Phu Ward has focused on reviewing and making statistics on public houses and lands that are not in use or are being used but not effectively.

Tran Phu Ward currently has 6 unused public offices. Of these, there are 4 redundant residential cultural houses due to mergers that are no longer in use and 2 old administrative offices including the City People's Committee at 2 Dong Xuan Street and the Hai Duong City Tax Department at 167 Bach Dang Street.

Quang Trung Ward has also reviewed, classified and proposed solutions for handling ineffective public housing facilities in the ward.

According to Mr. Nguyen Dinh Hong, Chairman of Quang Trung Ward People's Committee, there are currently 4 surplus cultural houses in the ward after the merger. These cultural houses are only used as backup cultural activities areas and are not in regular operation. In the ward, there is also a vacant land of the old City Cultural, Information and Sports Center at 75 Quang Trung.

According to the People's Committee of Thach Khoi Ward, the ward has 3 public houses and lands that have not been put into use, including 2 kindergartens in Trai Tho and Le Quan residential areas with a total area of ​​over 470 m2.2and the old cultural house of Le Quan area with an area of ​​over 89 m2The ward People's Committee has proposed to use the land of the two kindergartens as a playground and sports area for the residential area. As for the old cultural house land in Le Quan area, the ward has prepared a dossier to carry out the public property auction process.

All remaining communes and wards in Hai Duong city have reviewed, classified and proposed specific solutions for each public housing and land facility that is being wasted, not put into use or used ineffectively.

Build a specific plan

According to Mr. Nguyen Anh Tuan, Vice Chairman of Tran Phu Ward People's Committee, the Ward People's Committee is currently completing documents to submit to competent authorities for approval of the plan to sell public assets of the cultural houses of residential areas No. 1 and No. 6. It is expected that the plan will be completed and submitted for approval in December.

The plan to handle the old cultural house in Zone 2 has been approved, the ward is completing the documents to submit to the competent authority for approval of the starting price. For the cultural house in Zone 3, the People's Committee of Tran Phu Ward is selecting a public asset auction unit according to regulations, but there are still some problems that need to be directed and resolved.

Quang Trung Ward People's Committee proposed to organize an auction for 4 cultural houses and receive the headquarters of the old City Cultural, Information and Sports Center to be used as the headquarters of the Ward Military Command.

Quang Trung Ward has conducted measurements and extracted cadastral maps of cultural house lands; asked for opinions on land use planning, changed the land use purpose of these cultural houses to residential land to sell assets, and transferred land use rights to increase local revenue.

According to the People's Committee of Hai Duong City, after reviewing, the city has 24 headquarters and public lands proposed by localities for asset auction. The city has submitted and the Provincial People's Committee has decided to auction 13 houses and lands. Up to now, 10 establishments are hiring consultants to determine the price, 2 establishments have determined the price, 1 establishment has a decision to approve the starting price but is stuck in choosing the unit to organize the asset auction.

The city is completing documents to submit to the province to sell 11 real estate properties. Of which, the old Hai Duong City People's Committee headquarters at 2 Dong Xuan is facing difficulties in handling assets on the land because the Provincial Blind Association has not moved and there has been no decision to transfer to the City People's Committee to liquidate, demolish assets on the land, and build technical infrastructure according to the plan.

In addition, there are 29 real estate facilities that are not in use, so it is proposed to change the plan to rearrange, transfer, transfer to localities, sell assets on land, and transfer land use rights.

There are 7 real estate facilities in the city managed by the Central Government but currently unused, wasting. Hai Duong City has requested the provincial authorities to promptly handle and put the land into use to avoid waste.

Currently, in the province, the management and use of public assets such as surplus houses and land after mergers in some localities is still limited, and the implementation plan is slow. The active review and rearrangement of public assets and the development of appropriate handling plans by Hai Duong City will contribute to promoting the efficiency of land use, increasing budget revenue, and avoiding waste.
