The Steering Committee for the implementation of the arrangement of commune-level administrative units in Hai Duong province requires the arrangement, management, and use of headquarters, finances, and public assets after the arrangement in accordance with regulations, to avoid waste.
On the morning of November 4, the Steering Committee for the implementation of the arrangement of commune-level administrative units in the province for the period 2023 - 2025 met to deploy the contents of the implementation of Resolution No. 1250/NQ-UBTVQH of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hai Duong province for the period 2023 - 2025.
Comrade Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the meeting.
Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and members of the Provincial Party Standing Committee: Nguyen Thi Ngoc Bich, Permanent Vice Chairman of the Provincial People's Council; Luu Van Ban, Permanent Vice Chairman of the Provincial People's Committee attended the meeting.
The leaders and delegates discussed the following contents: Announcement of the conclusion of the Provincial Steering Committee; plan of the Provincial People's Committee to implement the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hai Duong province for the 2023-2025 period; report on the proposal to arrange the number of Vice Chairmen of the People's Committee at commune-level administrative units for the 2021-2026 term.
Concluding the meeting, Provincial Party Secretary and Head of the Steering Committee Tran Duc Thang emphasized that the time from now until the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hai Duong province for the 2023-2025 period takes effect is very short.
Therefore, there needs to be urgent involvement of relevant units and localities. Party committees, authorities and units at all levels must be highly determined to ensure that the implementation of the arrangement of commune-level administrative units is most effective and serious, without any problems or shortcomings.
Provincial Party Secretary Tran Duc Thang assigned the Standing Office of the Steering Committee to receive opinions from members participating in the meeting, complete the Steering Committee's conclusion announcement on the implementation of the Resolution of the National Assembly Standing Committee to issue immediately on November 4 for relevant units to organize implementation.
The Steering Committee agreed to promulgate Resolution No. 1250/NQ-UBTVQH simultaneously at the district level before November 15.
District People's Committees closely coordinate with the Provincial Police in issuing and exchanging seals and documents for people to ensure quick and timely issuance, without affecting the operations of units, people and businesses.
The Provincial Party Secretary, Head of the Steering Committee for the implementation of the arrangement of commune-level administrative units in the province in the period of 2023 - 2025, assigned the Department of Finance to coordinate the arrangement, management, and use of headquarters, finance, and public assets of agencies and units after the arrangement in accordance with regulations, effectively, and to avoid waste; at the same time, study financial support for newly established communes.
Relevant departments, branches and localities must properly handle policies and regimes for redundant cadres and civil servants after the rearrangement. During the implementation process, promptly handle and report any difficulties and problems that arise to the Provincial Steering Committee for timely direction and resolution.
On behalf of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 1250/NQ-UBTVQH of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hai Duong province for the period 2023-2025.
Accordingly, in the 2023-2025 period, the whole province will arrange 57 commune-level administrative units into 29 units (28 units formed after the arrangement and 1 unit with adjusted administrative boundaries).
After this administrative unit arrangement at the commune level, Hai Duong province has 151 communes, 46 wards, and 10 towns.
