Hai Duong City resolutely handles land violations

Many illegal constructions built on agricultural land, traffic corridors, and irrigation works from decades ago have been forcibly demolished to restore their original state.

Lien Hong Commune People's Committee has reviewed land violations from 2021 and earlier. Through the review, there are 76 cases of encroachment and illegal construction on public land and agricultural land that need to be handled.

Up to now, the authorities have enforced 55 cases, and 21 violations are still being handled. The People's Committee of Lien Hong commune has been propagating and implementing measures to handle violations according to the provisions of law. It is expected that in 2025, Lien Hong commune will complete handling the remaining cases.

In 2022, the People's Committee of Viet Hoa Ward reviewed and discovered 12 cases of illegal leveling and construction on public land from decades ago. Faced with this situation, Viet Hoa Ward established a working group to handle it. The working group of the ward made records, classified each case, and requested households to voluntarily dismantle or forcibly demolish illegal constructions when households did not comply.

According to Mr. Ho Xuan Binh, Chairman of the People's Committee of Viet Hoa Ward, up to now, out of 12 cases of illegal construction on public land, the ward has handled 9 cases; the remaining 3 violations are in residential area No. 8. The People's Committee of the ward is continuing to direct the handling. At the end of February, the People's Committee of the ward has developed a plan to completely handle these 3 households in March 2025.

Tu Minh Ward has reviewed land violations in the previous period to classify and handle them, including 32 cases of construction works violating land regulations from 2022 and earlier that have been completely handled by the ward.

A representative of the People's Committee of Tu Minh Ward said that from 2024 to present, the ward's functional forces have enforced and dismantled 12 cases of construction works violating the protection corridor of Bac Hung Hai irrigation works. At the same time, the ward also coordinated with relevant units to rectify urban order and clear dozens of violations on the land of the traffic safety corridor.

Comrade Vu Duc Quy, Secretary of the Lien Hong Commune Party Committee, said that since September 2021, the Lien Hong Commune Party Committee has organized an expanded conference with the theme "Handling violations in the field of land in the commune". The Party Committee issued a thematic resolution "On strengthening leadership and direction in handling violations of land and construction in the commune".

It emphasizes the guiding viewpoint of handling violations of land and construction order as a regular key task, the responsibility of the Party Committee, the government and the entire political system.

In 2023, when discovering new land violations, the Lien Hong Commune Party Committee directed the handling of violations and conducted a collective review of the Party cell and an individual Party cell secretary for allowing violations to occur in the area.

In fact, most of the land violations in Hai Duong City occurred many years ago. Land management in previous periods has not been prevented and handled promptly, leading to encroachment, improper land use, and illegal construction. Many of the violating constructions are large and solid, leading to difficulties in handling later.

To improve the effectiveness of state management of land, recently, Hai Duong City People's Committee has issued many documents, organized many conferences and meetings to deploy the review and develop a plan to handle violations.

The leaders of Hai Duong City People's Committee have directed communes, wards and relevant agencies to clearly assign people and responsibilities in monitoring, inspecting, preventing and promptly handling violations, not allowing new violations to arise. In case of new violations, Hai Duong City leaders require strict and decisive handling according to authority and prescribed procedures.

According to the Department of Agriculture and Environment of Hai Duong City, in the process of handling land violations, there are many difficulties and problems related to land origin, identifying violators, and time of violation to serve as a basis for preparing records for handling violations. In addition, some localities have a large volume of work related to site clearance, affecting the handling of backlog violations.

Last February, the People's Committee of Hai Duong City directed Thach Khoi Ward, Gia Xuyen Commune and Lien Hong Commune to complete handling of land violations that had been reviewed and pointed out in the plan before September 30, 2025; the remaining wards and communes must complete before December 30, 2025. Localities continue to focus on and develop plans to thoroughly handle violations.
