The appointment and salary classification for professional titles of civil servants specializing in information technology and information security must be based on the job position, responsibilities, tasks, and professional expertise undertaken by the civil servant.

The Ministry of Information and Communications has issued Circular 08/2022/TT-BTTTT stipulating codes, professional title standards and salary scales for civil servants specializing in information technology and information security.

The Circular clearly states that the professional titles of civil servants specializing in information technology include: Information Technology Grade I; Information Technology Grade II; Information Technology Grade III; Information Technology Grade IV.

Professional titles of information security officers include: Information Security Grade I; Information Security Grade II; Information Security Grade III; Information Security Grade IV.

The Circular clearly states that the appointment and salary classification for professional titles of civil servants specializing in information technology and information security prescribed in this Circular must be based on the job position, responsibilities, tasks, and professional competence undertaken by the civil servant.

When appointing from the current professional title of a civil servant to the corresponding professional title of information technology or information security, it is not allowed to combine salary increase or promotion of the civil servant's professional title.

According to the Circular, the professional titles of civil servants specializing in information technology and information security prescribed in this Circular are subject to the Professional and Technical Salary Table for cadres and civil servants in State-owned enterprises (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces, specifically as follows:

The title of information technology grade I, information security grade I is applied with the salary coefficient of civil servants of type A3, group 1 (A3.1) with 6 levels, from salary coefficient 6.20 to salary coefficient 8.00.

The title of information technology level II, information security level II is applied with the salary coefficient of civil servants of type A2, group 1 (A2.1) with 8 levels, from salary coefficient 4.40 to salary coefficient 6.78.

The title of information technology level III, information security level III is applied with the salary coefficient of type A1 civil servants with 9 levels, from salary coefficient 2.34 to salary coefficient 4.98.

The title of information technology level IV, information security level IV is applied with the salary coefficient of type B civil servants with 12 levels, from salary coefficient 1.86 to salary coefficient 4.06. In case civil servants with college degree or higher are recruited to a job position requiring a professional title of level IV, they will be classified into level 2; if there is a probationary period, during the probationary period, they will receive 85% of the salary level 2 of the professional title of level IV.

Salary arrangement for civil servants from their current professional title to the professional title of civil servant specializing in information technology and information security is carried out according to the instructions in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary arrangement when upgrading, transferring ranks, and changing types of civil servants and public employees.

This Circular takes effect from August 15, 2022.
