The Chairman of the Hai Duong Provincial People's Committee requested heads of all levels, agencies and units to continue to seriously implement the directives, conclusions and action programs of the Central and local governments related to fire prevention, fighting, rescue and relief work. Proactively take measures to prevent and contain the risk of fire, explosion, incidents and accidents, and develop plans to respond promptly and effectively when the above incidents occur.

Heads of departments, branches, local authorities, enterprises... must be responsible for ensuring fire safety within their scope of leadership and management. Strictly handle agencies, organizations and individuals who do not properly perform their duties and responsibilities, causing fires and explosions and serious violations, and unsafe fire prevention and fighting in their localities and establishments. Timely encourage and reward agencies, organizations and individuals with outstanding achievements in fire prevention and fighting, rescue, etc.

The provincial police continue to advise on the development and completion of the system of legal documents on fire prevention, fire fighting, rescue, and salvage, focusing on the development of the Law on Fire Prevention, Fire Fighting, Rescue, and Salvage. Research, advise, and propose the development of legal documents to mobilize social resources to participate in this work. Regularly review, propose amendments, supplements, and promulgate new standards, norms, and regulations on fire prevention, fire fighting, rescue, and salvage to ensure strictness and suitability with the socio-economic development situation. Coordinate with relevant units to advise the Provincial People's Committee to handle facilities that do not meet fire prevention and fighting requirements in the province. Strengthen inspection and examination of fire prevention and fighting work, strictly and in accordance with regulations, handle violations of the law. Improve the quality of design review and acceptance of fire prevention and fighting. Investigate and clarify fire incidents and strictly handle them according to regulations, clearly identify the responsibility of the head if there is lax management leading to violations of fire prevention and fighting regulations, allowing fires and explosions to occur. Effectively implement the planning of infrastructure for fire prevention and fighting for the period 2021 - 2030, with a vision to 2050...

The Chairman of the Provincial People's Committee requested the Department of Planning and Investment; Department of Finance; Department of Science and Technology, based on their functions and tasks, to preside over and coordinate with the Provincial Police and relevant agencies to continue implementing contents related to fire prevention, fighting, rescue and relief work in the province in accordance with regulations.

The Department of Construction coordinates with the Provincial Police, relevant departments and branches to review, give opinions on the development, amendment and supplementation of the system of national regulations and standards on fire prevention and fighting to ensure completeness, strictness and suitability with the socio-economic development situation. Take the lead and coordinate with construction management agencies to strictly manage the granting of construction permits for projects and works, especially works subject to fire prevention and fighting design approval. Resolutely handle unlicensed and illegal construction works and consider the responsibility of collectives and individuals in the management of construction order according to the assignment and decentralization.
