Within the framework of attending the BRICS Leaders' Meeting in 2024, Prime Minister Pham Minh Chinh had talks with President of the Russian Federation Vladimir Putin.
Speaking at the meeting, President Vladimir Putin welcomed and thanked Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation for attending the Conference.
President Vladimir Putin expressed his deep emotion and gratitude for the warm and thoughtful reception that the Party, State and people of Vietnam gave him during his very successful State visit to Vietnam last June, demonstrating the deep and loyal ties between the two countries.
The President of the Russian Federation sent his regards to General Secretary To Lam and senior leaders of Vietnam and congratulated Comrade Luong Cuong on the occasion of his election as President of the Socialist Republic of Vietnam.
The Russian President thanked the Vietnamese Government and the Prime Minister personally for their attention and strong direction in implementing the agreements reached between the two countries, as well as finding solutions to remove some difficulties and obstacles in bilateral cooperation.
Prime Minister Pham Minh Chinh expressed his pleasure to visit Kazan city and meet President Vladimir Putin again; affirmed that the Party and State of Vietnam always attach importance to the comprehensive strategic partnership with the Russian Federation. Vietnam will never forget Russia's sincere and wholehearted support and assistance to Vietnam; and wishes to deepen and further effectively bilateral cooperation in all fields, in accordance with the interests of both sides, meeting the wishes and aspirations of the people of the two countries.
The Prime Minister congratulated Russia on its socio-economic achievements in recent years under the leadership of President Vladimir Putin, continuing to affirm the character and culture of the country and its people, which do not succumb to any challenges or difficulties.
On this occasion, the Prime Minister conveyed the greetings of General Secretary To Lam, President Luong Cuong and National Assembly Chairman Tran Thanh Man; congratulated President Vladimir Putin on successfully chairing the BRICS Summit and BRICS Summit, as well as all BRICS activities in 2024 to "build a better world".
The two sides were pleased to see that the Comprehensive Strategic Partnership has been continuously consolidated and developed in both breadth and depth over the past time; visits, meetings and contacts at all levels, especially high-level ones, have taken place very actively; and bilateral trade turnover has grown strongly.
However, the two leaders said that this result did not meet the set goals and required the two sides to coordinate more closely to effectively implement cooperation, especially in the fields of economics, trade, investment, tourism, and expanding cooperation to new fields such as renewable energy, infrastructure, etc.
President Vladimir Putin appreciated the two sides' successful organization of the 25th Session of the Vietnam-Russia Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation; and suggested that the two sides effectively implement the Minutes of the Session.
Prime Minister Pham Minh Chinh said Vietnam is ready to facilitate Russian businesses interested in investing in the Vietnamese market, and asked President Vladimir Putin to continue to pay attention and direct the Russian Government to coordinate with the Vietnamese side to continue implementing cooperation in all fields, ensuring harmony of interests of both sides.
The two leaders emphasized the importance of energy and oil and gas cooperation, one of the pillars of Vietnam-Russia relations; acknowledged the impressive results in this important field of cooperation, and agreed to continue to encourage and facilitate the expansion of oil and gas enterprises of the two countries in Vietnam and the Russian Federation.
The two sides wish to promote more energy cooperation projects to meet the development needs of each country, in line with the current trend of green growth and sustainable development. In the immediate future, the two sides agreed to focus on and strengthen cooperation in technology transfer, human resource training, and building a team of experts for Vietnam.
Prime Minister Pham Minh Chinh and President Putin also discussed specific directions and measures to improve the effectiveness of cooperation in other areas where both sides have great potential and potential, such as science and technology, education and training, tourism, transportation, etc. The two sides agreed to coordinate to prepare and organize activities to celebrate the 75th anniversary of diplomatic relations in 2025.
The Prime Minister thanked President Vladimir Putin and the Russian Federation's leaders for their attention and proposed to continue creating favorable conditions for the Vietnamese community in Russia to live, work and study stably in Russia, contributing to building a bridge of friendship and cooperation between the two nations. On this occasion, the Russian Federation said it would continue to provide 1,000 scholarships for Vietnamese students studying in Russia.
Prime Minister Pham Minh Chinh and Russian President Vladimir Putin welcomed and acknowledged the signing and exchange of cooperation documents between agencies and businesses of the two countries during the Vietnamese Prime Minister's visit to Kazan.
This was the last activity of Prime Minister Pham Minh Chinh during his working trip to attend the expanded BRICS Summit. Early in the morning of October 25, the Prime Minister and the high-ranking Vietnamese delegation left Kazan for home, successfully concluding the working trip.
