Prime Minister chairs Government meeting on law making in January

Prime Minister Pham Minh Chinh said that in 2024 and the coming time, the Government will continue to focus on implementing three strategic breakthroughs according to the Resolution of the 13th National Party Congress.

Special Government meeting on law making in January 2024

On January 29, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law-making in January 2024 to discuss 5 contents, including 3 draft laws: Law on Amending and Supplementing a Number of Articles of the Law on Security Guards; Law on Prevention and Combat of Human Trafficking (amended); Law on Notarization (amended) and 2 proposals for law-making: Law on Corporate Income Tax (amended), Law on Enforcement of Civil Judgments (amended).

Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Tran Luu Quang; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries, branches, and central agencies.

Opening the meeting, Prime Minister Pham Minh Chinh said that in implementing three strategic breakthroughs, including the breakthrough in institutional building, over the past time, the Government and each member of the Government have been proactive, promoting a high sense of responsibility, synchronously and effectively implementing strategic institutional breakthroughs, with many innovations, outstanding results, and high spillover effects.

In 2023, the Government held 10 thematic meetings on law-making; submitted 16 laws to the National Assembly for approval, including extremely important laws such as the Land Law (amended), the Real Estate Law, the Housing Law, etc.; the Government issued 29 Resolutions, giving opinions on 10 draft laws; the Government and the Prime Minister issued 127 legal documents...

In 2024 and the coming time, the Government will continue to focus on implementing 3 strategic breakthroughs according to the Resolution of the 13th National Party Congress. The task of building and perfecting institutions is increasingly difficult due to the increasing amount of regular work, long-term backlogs that need to be handled, sudden and unpredictable situations... requiring new policies suitable to the situation and increasingly higher quality of law-making.

In 2024, the Government will continue to implement Resolution 27-NQ/TW of the Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period; implement the 2024 Law and Ordinance Development Program; submit to the National Assembly for consideration and approval the 2025 Law and Ordinance Development Program, adjusting the 2024 program; organize the implementation of laws, ordinances and resolutions passed by the National Assembly in 2023, effective in 2024, so that there are no outstanding documents detailing their implementation.

The Government continues to review and amend current legal regulations, remove difficulties, obstacles, and barriers, and unlock all resources for development; research and propose the development of new legal regulations to adapt to the Fourth Industrial Revolution; unlock and promote the development of Digital Economy, Green Economy, Circular Economy, and emerging industries and fields...

Considering that the Special Session on Law-making in January 2024 with 5 contents, all of which are important, difficult, and have profound socio-economic impacts, the Prime Minister requested Government members to focus their intelligence; present reports and opinions concisely, clearly, and directly to the point; focus on discussing important issues, and different opinions that need to be discussed, and seek the Government's opinion, ensuring the progress and quality of the Session.

In particular, the Prime Minister requested that media agencies prioritize more time for law-making propaganda, policy communication, and skills education for people, especially seeking opinions on law-making from affected subjects, experts, scientists, and international experience...
