Achievements after half a term of implementing the Party Congress Resolution: Final article - Strongly suppressing and repelling crime

During the past half term, the Party Committee and the Board of Directors of Hai Duong Provincial Police have continuously strengthened leadership and directed forces to focus on fighting and suppressing crimes and law violations, contributing to maintaining political security, order and social safety.

Many major cases were solved

Recently, crimes in some areas have become more complicated. If there are no drastic measures to deal with them, they will affect national security, social order and safety. The provincial police have proactively coordinated to grasp the situation, promptly advised local Party committees and authorities to direct and deploy many measures to suppress crimes and violations of the law.

In order to resolutely and effectively implement the work of preventing and combating drug-related crimes and violations of the law, the Provincial Police have focused on implementing many measures to prevent supply and reduce demand. Police forces have focused on checking and fighting to destroy drug trafficking and illegal drug trafficking hotspots and lines. In 2022 alone, police agencies at all levels in the province have broken up 677 cases, 1,213 drug-related subjects, and seized nearly 20 kg of various drugs, more than 10 times higher than in 2021. Typically, on the morning of April 1, 2022, the Provincial Police broke up the largest-ever synthetic drug trafficking and trading ring, led by Pham Van Long (born in 1990, residing in Thanh Son commune, Thanh Ha) and Do Tien Son (born in 1991, in Thong Kenh commune, Gia Loc). The amount of drugs seized was nearly 12 kg including ketamine, methamphetamine and MDMA.

"Black credit" activities are rampant in many places in the province, negatively affecting social order and security, pushing many families into misery and being one of the causes leading to a number of other crimes. The provincial police have taken many resolute measures to handle them, especially organizing a peak period of fighting and destroying them. In 2022 alone, police agencies at all levels have destroyed 87 cases, shutting down a series of accounts, lines, and groups operating "black credit". Notably, there was the case of two subjects Le Van Hieu (born in 1991) and Pham Minh Tuan (born in 1990, both residing in Duy Tan ward, Kinh Mon) specializing in lending at "exorbitant" interest rates. From 2017 to April 2022, these two subjects lent more than 15.4 billion VND to 983 people, with interest rates ranging from 1,000-5,000 VND/million/day (equivalent to 109.5% - 182.5%/year), earning more than 6.1 billion VND in interest.

Many inter-provincial internet gambling rings in various forms have also been dismantled. One of the achievements of the provincial police was to stop a gambling ring in the form of a binary options trading floor with a transaction amount of nearly 2,000 billion VND led by Nguyen Tuan Anh (born in 1990, living in P2606, Park 1, Times City urban area, Mai Dong ward, Hoang Mai district, Hanoi).

Lieutenant Colonel Vu Duong Tuong, Chief of Staff of the Provincial Police, said that in the fight against corruption, economic and smuggling crimes, the Provincial Police have implemented the motto of "handling one case, alerting the whole region and the whole field" and have achieved positive results, many major cases have been cracked down such as at Vicem Hoang Thach Cement Company, Pha Lai Thermal Power Joint Stock Company, and a number of motor vehicle inspection centers.

The work of preventing corruption and negativity in the police force has been carried out resolutely. Many traffic police officers of Chi Linh City Police and some police officers of the province who violated the law have been strictly punished.

Prevent new crimes

From 2020 to now, due to the impact of the Covid-19 epidemic, economic and social life has had many fluctuations, increasing many new types of crimes affecting security and order. Some types of traditional and new crimes have tended to increase such as fraud and appropriation of property, high-tech crimes, robbery, snatching of property... The provincial police promptly grasped the situation, advised the Provincial Party Committee and the Provincial People's Committee to lead, direct, and organize the implementation of synchronous measures, resolutely combat and handle.

Faced with the complicated situation of crime and law violations on traffic routes and key areas, in July 2022, the Provincial Police established Task Force 151 at the provincial and district levels to restore order and discipline. Since the beginning of 2023, in the province, there has been a situation of groups of young people gathering, swerving on motorbikes, carrying dangerous weapons to chase and fight each other. Many subjects have also boldly beaten people, robbed on the street, illegally stored and traded drugs, and stolen. The Provincial Police decided to launch a peak campaign to attack and suppress street crimes from April 15 to June 30, 2023. After a month of deployment, Task Force 151 of the police at all levels detected, prevented, and handled 1,163 violations, of which 4 cases and 4 subjects were prosecuted for theft of property, storing, harboring and using drugs; Administratively handled 6 cases, 12 subjects related to drugs, illegal possession of primitive weapons, intentional injury, drug use; punished 1,134 subjects, 763 vehicles violating traffic safety order...

Every year, the situation of criminal offenses and some types of crimes is controlled, the following year is lower than the previous year, the rate of cases investigated and clarified is 93.2%. With the above results, in the past time, the Party Committee and the Board of Directors of the Provincial Police Department have closely led and directed with the spirit of "5 clear", focused, throughout from the province to the commune level, towards the grassroots. At the same time, the construction and consolidation of the regular police force at the commune level is promoted as the foundation in the work of preventing and fighting against violations and crimes.

Comrade Nguyen Duc Tuan, member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee, said that in recent times, the Standing Committees of the Provincial Fatherland Front Committees at all levels have closely coordinated with the authorities, member organizations, and judicial agencies to do a good job of propagating, disseminating, and educating the law, raising awareness among the people. Through monitoring, it can be seen that the work of preventing and combating all types of crimes, especially new crimes, crimes using high technology... in the area has achieved positive results, contributing significantly to curbing all types of crimes, ensuring security, order, social safety, and promoting local socio-economic development. In the coming time, it is recommended that the prosecution agencies, especially the police force, step up prevention work, focus on suppressing and handling crimes using high technology to defraud and appropriate property, "black credit", disrupt public order, violate the body, health, and life to bring a peaceful life to the people...
