Achievements after half a term of implementing the Party Congress Resolution: Part 7 - Innovation in cadre assessment

Hai Duong has had many drastic and specific solutions to innovate and improve the efficiency and quality of cadre evaluation.

Transformation from breakthrough

Project No. 02-DA/TU on building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet development requirements, for the period 2021-2030 is an important project of the Standing Committee of the Hai Duong Provincial Party Committee in the term 2020-2025.

The implementation of Project 02-DA/TU has created changes in personnel work, including personnel assessment. The new point in the first half of the 2020-2025 term is that the Provincial Party Standing Committee has developed, deployed, and approved a plan to register for implementation of innovative, breakthrough, and creative work for localities, agencies, units, and management staff, especially leaders at all levels, linking implementation results with collective and individual assessments.

In Tu Ky district, tightening discipline, promoting the role and responsibility of leaders of Party committees, authorities, agencies and units is one of the breakthroughs in the 2020-2025 term. Since the beginning of the term, the district has had 3 Party organizations and 97 Party members who violated the law and were disciplined. Tu Ky district has also transferred the working positions of a number of Chairmen of the People's Committees of communes with limited capacity. The Standing Committee of the District Party Committee seriously suggested reviewing collectives and individual cadres whose public opinions caused resentment among cadres, Party members and the masses or who performed their tasks with low results... Implementing the above breakthroughs well has contributed significantly to preventing violations, the emergence of complicated incidents and correctly evaluating cadres.

Comrade Vu Xuan Dat, Standing Deputy Secretary of Tu Ky District Party Committee, said: “From 2021 to now, the district has identified and implemented 8 key and breakthrough tasks; assigned 535 key and breakthrough tasks to collectives and individuals under the management of the District Party Committee. Implementing breakthroughs and breakthrough tasks is an important measure to evaluate work efficiency and task completion. This is also a good way to encourage cadres to affirm their mettle, promote their capacity, be proactive, creative, dare to think, dare to do, dare to break through, dare to take responsibility for the common good".

Implementing breakthrough work has gradually become a practical emulation movement and has initially spread, creating real results. In 2022 and 2023, the Standing Committee of the Provincial Party Committee approved a total of 248 breakthrough and creative tasks for 96 comrades who are members of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and leaders and managers at the level of heads under the management of the Standing Committee of the Provincial Party Committee. Every year, each leader and manager from the deputy head of department level and above in Hai Duong must also have a registration form to set an example, focusing on overcoming the limitations of the previous year, registering 1-2 breakthrough and creative tasks to implement. The specific results of the registered implementation are an important basis for evaluating and classifying cadres. In the province, there have been a number of cases where cadres under the management of the Standing Committee of the Provincial Party Committee were assigned to other jobs because they did not complete their tasks before the end of their term or appointment period.

Implement "5 clear"

Since the beginning of the term, Thanh Mien district has implemented 5 key traffic projects to create momentum to promote socio-economic development, of which the project to renovate and upgrade the Cao Thang - Tien Phong district road with a length of nearly 5 km, total investment of over 45 billion VND was completed in December 2021. This is one of the key district-level projects completed earliest in the province.

According to comrade Nguyen The Tai, Standing Deputy Secretary of Thanh Mien District Party Committee, along with implementing key projects and works, implementing well the "5 clear" will create positive changes in all aspects of work, especially in evaluating cadres. "The Standing Committee of Thanh Mien District Party Committee has issued regulations on criteria and procedures for evaluating and classifying cadres under the management of the Standing Committee of the District Party Committee in the direction of determining specific work, ensuring the quality and effectiveness of completing assigned duties and tasks to evaluate the qualities and capacities of cadres. The work of evaluating cadres is also carried out publicly and transparently to promote the supervisory role and participation of opinions of the Vietnam Fatherland Front, socio-political organizations and the people", said comrade Nguyen The Tai.

In the province, implementing the “5 clear” well is also an effective solution for agencies, units and localities to complete their tasks well. Typically, at the Department of Transport, the assignment of tasks in administrative reform, focusing on resolving administrative procedures, is an important solution that helps the unit to lead the department, branch and sector in the Administrative Reform Index rankings for many consecutive years.

Along with the recent implementation of the "5 clear" points, the evaluation of cadres in Hai Duong has been carried out in a consistent, continuous, multi-dimensional manner, according to criteria and with specific products. From the end of 2021 to now, when implementing the cadre work process, cadres in the province who are appointed or nominated for higher positions (from deputy head of district-level department and equivalent or higher) must develop and present an action program. Developing an action program helps cadres shape their assigned tasks early.

The content of cadre evaluation in Hai Duong is also linked to self-criticism and criticism in the spirit of Resolution 4 of the 12th Central Committee on strengthening Party building and rectification; linked to studying and following the moral example and style of Ho Chi Minh, implementing the Party's regulations on exemplary responsibility. Every year, along with reviewing, evaluating and classifying the quality of collectives and individuals, the superior Party committees in Hai Duong also suggest reviewing places with signs of weakness and limitations. Since the beginning of the term, the Standing Committee of the Provincial Party Committee has suggested reviewing 4 collectives, the Standing Committees of the district-level Party committees have suggested reviewing 129 collectives and 195 individuals. The limitations and shortcomings of the collective are linked to the responsibility of each individual in charge, and at the same time, the joint responsibility of the head is assessed.

Comrade Nguyen Hong Son, member of the Standing Committee, Head of the Provincial Party Committee's Organization Board, assessed that with specific, synchronous and quality measures in the past half term, the effectiveness of cadre assessment work has been significantly improved. The team of cadres, civil servants, public employees, party members, especially leaders and managers in the province have had many positive changes in awareness and sense of responsibility for work. Many limitations and shortcomings of agencies, units and localities in the province have been promptly overcome, many long-standing cases have been thoroughly resolved. The achieved results are an important premise for Hai Duong to continue building a team of cadres with sufficient qualities, capacity and prestige, meeting the development requirements of the province.
