This is a new point in Circular 59/2024 issued by the Ministry of Public Security, effective from 2025, amending and supplementing a number of articles of Circular 79/2020 regulating the control of entry and exit for Vietnamese citizens at border gates.
Regarding the work of immigration control units, the circular adds the task of "collecting portraits and fingerprints of citizens at border gates according to legal regulations".
Currently, from July 1, fingerprints and facial photos along with biometric information of citizens are also collected when applying for citizen identification cards. According to the Ministry of Public Security, the collection of this information is to serve as a basis for cross-checking and verifying information of each individual and to provide support in cases where a person's fingerprints cannot be collected.
Circular 59/2024 also adds a new clause regulating immigration verification.
Immigration verification is the act of confirming that Vietnamese citizens have completed exit or entry procedures in a valid manner. This includes stamping or not stamping the verification stamp on the exit or entry documents; information about the exit and entry process on the National Database on Exit and Entry has the value of replacing the verification stamp on the citizen's documents.
The task of verifying immigration documents is also regulated more specifically, divided into two cases. The authorities will stamp the verification stamp on the citizens' immigration documents when the National Immigration Database is not connected. If it is connected, the authorities will not stamp the verification stamp on the immigration documents.
In addition, the immigration control unit is also responsible for temporarily suspending exit for Vietnamese citizens according to the provisions of the 2023 Law on Exit and Entry of Vietnamese Citizens.
Another new point that will be applied is clearer regulations on control through automatic control gates. The process of controlling entry and exit through automatic gates will be chaired by the Ministry of Public Security, in coordination with the Ministry of National Defense.
According to the circular, the immigration control unit at the border gate area and other areas is responsible for regulating passengers to line up in order at the checkpoints, and providing necessary instructions when passengers request or have questions. This unit will also closely monitor people getting on and off vehicles, organize patrols and control at the border gate area; prevent unauthorized people from entering and exiting the checkpoint area, and check the documents of people with signs of violating the law...
