Increase monthly allowance for demobilized soldiers from early November

Since November, many policies have taken effect, including increasing monthly allowances for demobilized and discharged soldiers.

Circular 53/2024 of the Ministry of National Defense on adjusting monthly allowances for demobilized and discharged soldiers takes effect from November 1.

Applicable objects:

Demobilized and discharged soldiers are receiving monthly allowances according to the provisions of Decision No. 142/2008 dated October 27, 2008 of the Prime Minister on implementing the regime for soldiers participating in the resistance war against the US to save the country with less than 20 years of service in the army who have been demobilized and discharged and returned to their localities.

Military personnel and people working in secretarial work receive salaries similar to those of demobilized, discharged, or retired soldiers who are receiving monthly allowances according to the provisions of Decision No. 62/2011 dated November 9, 2011 of the Prime Minister on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975 and have been demobilized, discharged, or retired.

Eliminate regulations on monitoring traffic police by audio and video recording

Circular 46 of the Ministry of Public Security amends and supplements a number of articles of Circular 67/2019 regulating the implementation of democracy in ensuring traffic order and safety, effective from November 15.

Circular 46 has removed the regulation that allows people to monitor traffic police activities through audio and video recording (with conditions).

People are monitored through 5 forms: Access to public information of the police force and on mass media; through monitoring subjects according to the provisions of law; contact and directly resolve work with officers and soldiers; results of handling cases, petitions, complaints, denunciations, recommendations, and reflections; direct observation of work to ensure traffic order and safety.

Circular 46 also abolishes a number of regulations on information disclosure in the work of ensuring traffic order and safety of the police.

According to the Traffic Police Department, in addition to ensuring traffic order and safety, the traffic police force also directly or in coordination with professional forces carry out crime prevention and control work on traffic routes. Therefore, the work plan is a confidential or internal document within the force.

Lawyers punished for insulting litigants

Decree 117/2024 of the Government amending and supplementing Decree 82/2020 on administrative sanctions for violations in the fields of judicial assistance; judicial administration; marriage and family; civil judgment enforcement; and bankruptcy of enterprises and cooperatives; effective from November 15.

Regarding violations of regulations on the practice of law, compared to Decree 82/2020, the new decree adds a fine of 15-30 million VND for acts of insulting the honor, dignity, and reputation of persons with the authority to conduct proceedings.

Thus, if a lawyer, during the course of his practice, commits an act that insults the honor, dignity, or reputation of a person with the authority to conduct proceedings such as a judge, prosecutor, court clerk, etc., he will be fined up to 30 million VND.

Failure to authenticate sufficient signatures in documents is subject to a fine of up to 5 million VND.

Decree 117/2024 also stipulates that if the signatures of all signers in the document requesting signature certification are not fully certified, a fine of 3-5 million VND will be imposed. At the same time, this is also the penalty for translation collaborators who do not re-register the sample signature when there is a change.

For violations of contract and transaction authentication, Clause 32, Article 1 of Decree 117 amends the remedial measure to return the original documents and papers that have been erased or modified to distort the content, except in cases where the original has been confiscated as evidence.

Meanwhile, Decree 82/2020 only stipulates recommendations for competent agencies, organizations and individuals to review and handle documents and papers that have been erased or modified to distort the content.
