On the first working day, the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029, approved the draft amendment and supplement to the Charter of the Vietnam Fatherland Front.
This afternoon, October 16, in Hanoi, 1,052 delegates representing classes, people, ethnic groups, religions, armed forces, overseas Vietnamese and Front officials at all levels attended the first working session of the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029.
In the first working session, the congress conducted consultations to elect the Presidium and Secretariat; approved the agenda and working regulations of the congress. The congress also discussed and considered many important contents such as: Report on the inspection of the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, 9th tenure, 2019-2024 term; Proposal to amend and supplement the Charter of the Vietnam Fatherland Front, 9th tenure; Approval of amendments and supplements to the Charter of the Vietnam Fatherland Front, etc.
Presenting the proposal to amend and supplement the Charter of the Vietnam Fatherland Front, 10th tenure, Vice President of the Central Committee of the Vietnam Fatherland Front Truong Thi Ngoc Anh said that the Charter of the Vietnam Fatherland Front was approved by the 9th National Congress of the Vietnam Fatherland Front and implemented since 2019. In response to the requirement to continue to innovate and constantly improve the quality of the Front's work in the new situation, the Central Committee of the Vietnam Fatherland Front has organized research and proposed to amend and supplement the Charter of the Vietnam Fatherland Front, submitting it to the 10th National Congress of the Vietnam Fatherland Front for consideration and decision.
At the congress, the draft amendments and supplements to the Charter of the Vietnam Fatherland Front were approved by the delegates. Accordingly, the new Charter basically maintains the structure of the current Charter of the Vietnam Fatherland Front, including: Part I, 8 chapters, 37 Articles. The new Charter has amended and supplemented the Part I and 6 Articles out of a total of 37 Articles, and at the same time edited and revised the technical text and some words but did not change the nature of some Articles and Clauses.
The new Charter has amended the regular meeting regime of the Central Committee of the Vietnam Fatherland Front from once a year to twice a year to be consistent with the information, reporting and orientation regime, and timely comments on the activities of the Vietnam Fatherland Front; Amended and supplemented to clearly demonstrate the authority of the Standing Committee, the Presidium, and the Central Committee of the Vietnam Fatherland Front according to Regulation No. 120-QD/TW dated September 6, 2023 of the Politburo in establishing the Advisory Council at the Central level.
The new Charter of the Vietnam Fatherland Front has been edited and amended in terms of technical documents in a number of Articles and Clauses regulating the functions and tasks of the Committees and Standing Committees of the Vietnam Fatherland Front at the provincial, district and communal levels to unify and synchronize with the Central level; regulations on forms of discipline... to conform to the principles of organization and operation of the Vietnam Fatherland Front to be consistent with the regulations of the Party, the laws of the State and the Law on the Vietnam Fatherland Front.
Also at the first working session, presenting the draft Report reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, 9th tenure, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung affirmed that in the 2019-2024 term, the Committee, the Presidium and the Standing Committee have proactively followed the Party's guidelines and policies, the State's policies and laws, the Resolutions and action programs of the Vietnam Fatherland Front; inherited and promoted the experiences in the activities of previous terms, continued to innovate the content and methods of operation, were flexible and creative in organization and implementation, basically completed the tasks and issues raised in the new situation with quality and efficiency.
During the term, the Central Committee of the Vietnam Fatherland Front organized 10 conferences to discuss, decide and approve major working policies of the Front system. The Presidium organized 20 conferences to review and decide on the implementation of the Coordination Program and Resolutions of the Committee, of which the most notable ones were the call for "All people unite, make efforts to prevent and fight the COVID-19 epidemic"; the call for response to the emulation movement of the whole country joining hands to "Eliminate temporary and dilapidated houses" in 2025; promptly organized the launching ceremony and issued the Call of the Presidium on mobilizing support for compatriots to overcome the damage caused by storm No. 3 (Yagi)...
From the practical organization and operation of the Central Committee, the Presidium, and the Standing Committee of the 9th tenure, 2019-2024, Vice President of the Vietnam Fatherland Front Nguyen Huu Dung pointed out 6 lessons learned. Accordingly, determining the content of activities must closely follow the leadership of the Party, policies and laws of the State, and the Resolution of the Congress; promptly adjusting and supplementing the action program and annual plan for arising matters to adapt to the new situation.
In addition, Mr. Nguyen Huu Dung said that the task of building and promoting the strength of the great national unity bloc must be thoroughly understood and implemented resolutely; organized and implemented creatively, in accordance with each subject, social class, locality and region. Resolutely fight and prevent plots to divide the people from the Party and the State, and sabotage the great national unity bloc.
The organization, content and methods of operation of the Front also need to be innovated towards the grassroots, Front cadres must be truly close to the people, close to the people, and respect the people. Listening to and fully reflecting the will and aspirations of all classes of people is an important factor, promptly making timely recommendations to the Party and the State.
In the coming time, the Vietnam Fatherland Front needs to proactively research and accurately forecast the situation, have appropriate solutions, and flexibly adapt to international fluctuations and the country's integration process on the principle of ensuring the highest national and ethnic interests.
With the theme "Solidarity - Democracy - Innovation - Creativity - Development", the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term was held from October 16-18, 2024. The Congress is tasked with comprehensively assessing the situation and results of the implementation of the Resolution of the 9th National Congress of the Vietnam Fatherland Front for the 2019-2024 term, and setting out the directions, goals and action programs of the Vietnam Fatherland Front for the new term.
