On the afternoon of July 23, the inspection delegation of the People's Committee of Hai Duong province inspected the leadership, direction and organization of the implementation of the task of ensuring traffic order and safety for the first 6 months of 2024 in Binh Giang district.
According to the district's report, in the first 6 months of 2024, Binh Giang district had a total of 24 traffic accidents, killing 10 people and injuring 24 people (including accidents on the Hanoi - Hai Phong Expressway and National Highway 5 through Binh Giang). Compared to the same period in 2023, there was an increase of 16 cases (200%), an increase of 4 deaths (67%) and an increase of 20 injuries (500%). Although not the locality with the highest number of deaths due to traffic accidents, Binh Giang is the locality with the highest increase in the number of deaths due to traffic accidents in the province.
At the inspection, the members of the delegation evaluated and analyzed the implementation of tasks on ensuring traffic order and safety in Binh Giang district in the first 6 months of 2024, the results achieved, shortcomings, and limitations. Some of the reasons for the increase in traffic accidents pointed out at the inspection were due to the awareness of traffic participants with common violations of alcohol concentration regulations. From February 2024, the Hanoi - Hai Phong expressway intersection with provincial road 392 was exploited, increasing traffic volume and density. A number of traffic routes are being deployed in the area, causing the number of vehicles transporting materials in and out of the district to increase; the project to renovate provincial road 395 is being implemented, which also causes the number of vehicles traveling on road 392 to increase...
Along with that are some shortcomings in traffic infrastructure; propaganda work has not met requirements; the participation of the political system, departments, branches, organizations, and local authorities in ensuring traffic order and safety is still limited...
Concluding the inspection, comrade Pham Chi Hieu, Deputy Director of the Provincial Police Department, suggested that Binh Giang district should further promote the role of the heads of Party committees and authorities in leading and directing the implementation of traffic order and safety, clearly defining specific roles and responsibilities, and inspecting and evaluating the results of assigned tasks... Making traffic safety one of the criteria for emulation classification.
Propaganda needs a long-term solution, building a communication "campaign", propaganda objects go into substance and promote effective operating models. Binh Giang district also needs to pay attention to investing in facilities, installing security camera systems to support in monitoring, checking, handling traffic violations...
According to the plan from July 23-25, the working group of the Provincial People's Committee will inspect 4 localities with high traffic accidents, including Binh Giang, Kim Thanh, Cam Giang districts and Kinh Mon town.
