According to Mr. Nguyen Xuan Thao, Party Secretary and Chairman of Thanh Quang Commune People's Committee, after the policy of merging Thanh Quang Commune and Quoc Tuan Commune, especially when the policies for surplus cadres, civil servants and non-professional workers at the commune level after the merger was issued by the People's Council, the Party Committee and People's Committee of the commune organized many meetings to grasp the thoughts and aspirations of cadres and civil servants. Through understanding, most of the cadres and civil servants who were no longer old enough to be re-elected and had little working time left were ready to retire early.
“I find the support policy for redundant civil servants due to the merger very satisfactory. In addition to early retirement, I also enjoy the province's one-time cash support policy. Although I still have more than 2 years to retire (since the new administrative unit was established), I voluntarily applied for retirement,” said Mr. Thao.
When there was a plan to merge Thanh Xa and Thanh Thuy communes (Thanh Ha), the Chairman of the Fatherland Front Committee of Thanh Xa commune asked for early retirement from December 1, 2023. Currently, Thanh Xa commune is also strictly implementing this position according to the instructions of the superiors to temporarily stop recruiting and electing commune-level officials. Mr. Cao Van Cuong, Vice Chairman of Thanh Xa Commune People's Committee, said that through understanding the thoughts and aspirations of cadres and civil servants, 1 Deputy Secretary of the Party Committee announced his retirement from May 1, 2024; 1 Chairman of the Veterans Association, 1 Commander of the Commune Military Command and 1 Commune Land Officer also asked for early retirement when the merger was carried out.
According to Mr. Cuong, in addition to the State's policy of retiring under the streamlining of staff, cadres and civil servants who work part-time at the commune level and retire early or quit their jobs due to redundancy are also supported by the province according to Resolution No. 25/2023/NQ-HDND of the province, so local cadres and civil servants are highly in agreement.

In the period of 2023 - 2025, it is expected that Cam Che commune and Viet Hong commune (Thanh Ha) will merge. Both of these cases are ready to retire according to regulations. Mr. Vu Van Nhuoc, a Justice civil servant of Cam Che commune, said that according to regulations, he will be old enough to retire in August 2025. Also according to the policy on periodic salary increases, he will receive a salary increase in May 2025. However, if he retires before the age according to the province's policy from July 1, 2024, he will be disadvantaged because he will lose 1 salary level. This makes him worried.
Mr. Hoang Quoc Huy, Head of the Department of Organization and Administrative Reform (Department of Home Affairs) said that the policy to support redundant cadres, civil servants, and non-professional workers after the merger of the province is to help cadres, civil servants, and non-professional workers feel secure when they quit their jobs when they are redundant. In addition to enjoying the policy on streamlining the payroll according to the State's regulations, redundant cadres, civil servants, and non-professional workers after the merger are also entitled to additional support policies from the province. Cadres and civil servants who wish to retire early or quit their jobs due to redundancy when rearranging administrative units need to proactively research and carefully understand the regulations on retirement age and streamlining the payroll according to Decree No. 135/2020/ND-CP, Decree No. 29/2023/ND-CP, etc.of the Government.
According to Mr. Hoang Quoc Huy, specific situations will arise during the implementation of the support policy. At that time, units and localities will synthesize and report to the district-level People's Committee for guidance and resolution. In cases beyond their authority, the Department of Home Affairs will provide specific instructions. The province's viewpoint is to ensure maximum benefits for cadres, civil servants, and non-professional workers who are redundant after the merger.
It is expected that in the 2023-2025 period, the whole province will have 60 communes, wards and towns to be reorganized. After the reorganization of administrative units, it is expected that the whole province will have a surplus of 719 cadres, civil servants and non-professional workers at the commune level. Of which, there are 278 commune-level cadres, 195 commune-level civil servants and 246 commune-level non-professional workers. In order to properly resolve the regime and policies for the surplus cadres, civil servants and non-professional workers after the merger, on December 8, 2023, the Provincial People's Council issued Resolution No. 25/2023/NQ-HDND on support policies for commune-level cadres, civil servants and non-professional workers at the commune level who retire early or quit their jobs due to surplus when reorganizing commune-level administrative units in the 2023-2025 period. According to the resolution, those who retire early under the Government's staff streamlining policy will be supported with VND1.8 million/month of early retirement, not exceeding VND100 million/person. Those who quit their jobs under the Government's staff streamlining policy will be supported with VND500,000/month of work with social insurance, not exceeding VND60 million/person. Those who quit their jobs voluntarily will be supported with VND500,000/month of work with social insurance, not exceeding VND150 million/person.
