Hai Duong will not collect any fees in case of conversion of related documents of individuals, organizations and enterprises due to changes in boundaries and names of administrative units at district and commune levels.
The Department of Finance has just issued guidelines on the management and use of public assets when merging commune-level administrative units, focusing on some main contents such as handing over, receiving documents, records, managing, using, and handling public assets after the merger, noting the investment in renovation and repair before the merger to avoid wasting public investment. The guidelines clearly state that no fees or charges will be collected in the case of converting related documents of individuals, organizations, and enterprises due to changes in the boundaries and names of district-level and commune-level administrative units, etc.
According to the Department of Home Affairs of Hai Duong province, in the period of 2023 - 2025, the whole province has 2 localities without commune-level administrative units to be reorganized and merged, including Thanh Mien and Chi Linh City because some communes have been reorganized in the period of 2019 - 2021. The remaining 10 localities must reorganize 60 units (of which 37 communes are subject to reorganization; 23 adjacent communes).
