After merging schools and communes, Thanh Ha district (Hai Duong) reduced 16 public service units in the field of education and training.
On the afternoon of January 9, the National Assembly Delegation of Hai Duong province supervised at the People's Committee of Thanh Ha district the implementation of policies and laws on innovation of the management organization system, improving the quality and efficiency of operations of public service units in the period of 2018 - 2023.
According to the report of Thanh Ha District People's Committee, as of December 2023, the district has 66 public service units, mainly in the education and training sector (61 units). Previously, in 2015, the district had 81 service units, of which 77 units were in the education and training sector.
Thus, in the period 2018 - 2023, Thanh Ha district has reduced 16 educational public service units. The reason is due to the merger of schools and communes according to Resolution No. 788/NQ-UBTVQH14 dated October 16, 2019 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Hai Duong province.
At the meeting, some members of the monitoring delegation requested the People's Committee of Thanh Ha district to clarify and carefully evaluate the impact and effectiveness of merging school units. Delegates were concerned about the merger of educational institutions when merging commune-level administrative units, which mechanically only reduces the number of units, basically does not reduce the number of staff and workers, and causes difficulties in arranging the management staff, and is not effective in improving quality.
Thanh Ha District People's Committee also reflected on the difficulties caused by the implementation of the autonomy mechanism that allows agencies to decide on their own spending but must comply with the norms issued in many State documents. Meanwhile, in the context of fluctuating market prices, many documents issued on standard norms are not timely, leading to difficulties in implementation.
Comrade Nguyen Thi Viet Nga, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Hai Duong province, acknowledged the positive results of Thanh Ha district in innovating management organization, improving the operational efficiency of public service units; at the same time, received feedback and recommendations from the District People's Committee and delegates at the supervision session.
