On the afternoon of July 19, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue met with the Vietnam Urban Planning and Development Association.

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue emphasized the importance of planning, especially urban planning. In fact, 75% of the world's development momentum comes from urban areas. Documents of the 13th National Party Congress mentioned building rural areas in a modern direction associated with urbanization. This is the basis for the Politburo to issue a resolution on urban planning for the first time. That is Resolution 06-NQ/TW on Planning, construction, and management of sustainable urban development in Vietnam until 2030, with a vision to 2045.

At the meeting, members of the Association contributed their opinions to the draft laws being considered by the National Assembly, such as: the draft Law on Land (amended), the draft Law on Housing (amended), the draft Law on Real Estate Business (amended) and related laws such as the Law on Urban Planning, the Law on Construction, etc.

National Assembly Chairman Vuong Dinh Hue thanked the delegates for their opinions; highly appreciated the very important suggestions on many issues related to the draft laws that the Government is preparing and the National Assembly is considering, including issues that are currently regulated but are not reasonable or newly arising issues that have not yet been regulated.

The National Assembly Chairman said that at the 5th Session, the National Assembly worked in a way that no opinion was left unheard, accepted or explained. Therefore, the laws and policies passed by the National Assembly had a very high approval rate and were highly appreciated by voters and people for their quality.

Continuing this spirit of work, the National Assembly will continue to respectfully listen to the opinions of scientists. The National Assembly Chairman expressed his belief that, on that basis, the very difficult bills at the 6th Session will also be passed by the National Assembly with a high approval rate of National Assembly deputies and receive consensus from experts, scientists, businesses and the people.

The National Assembly Chairman expressed his delight that after 25 years of establishment, the Vietnam Urban Planning and Development Association has made many efforts and made important contributions to the planning, construction, and management of sustainable urban development in our country; organized and operated very systematically; performed well, closely and comprehensively the functions according to the Prime Minister's Decision on establishing the association; and protected the legitimate rights and interests of its members.

The Association has participated in the review process of the draft Law on Urban Planning, Law on Construction, Law on Land, Law on Planning, Law on Housing, Law on Real Estate Business, etc. The Association has contributed to the Government many major projects such as: Construction planning of Hanoi Capital Region, Construction planning of Ho Chi Minh City Region, Mekong Delta Region; National urban development strategy and strategy for building green and smart urban growth; contributed to provincial planning projects according to the Law on Planning; major infrastructure development projects such as Long Thanh International Airport Planning, Thi Vai International Seaport, Lach Huyen, etc.

The Association also participated and actively contributed to the promulgation of Resolution 06-NQ/TW of the Politburo on Planning, construction, and management of sustainable urban development in Vietnam to 2030, with a vision to 2045; Resolution 11-NQ/TW on the direction of economic and social development and ensuring national defense and security in the midland and mountainous areas of the North to 2030, with a vision to 2045. Participated in the Councils for reviewing important planning projects of the Ministry of Construction, the Councils for upgrading and classifying urban areas and gave important opinions in completing the documents for approval.

The National Assembly Chairman expressed his impression of the National Urban Planning Award (VUPA), initiated by the Association for the first time in 2018 to honor architects, planners, urban managers, businesses, construction contractors, social organizations, and people who have made outstanding contributions in the process of participating in the planning, construction, and management of urban and rural development in Vietnam in a modern and unique direction.

In the coming time, the National Assembly Chairman suggested that the association continue to thoroughly grasp and grasp the viewpoints and policies of our Party and State on urban development and urban development planning, especially Resolution 06. “The Resolution clearly identifies that it is necessary to direct innovation in thinking about urban planning methods, ensuring that urban areas must have a long-term, synchronous and modern vision, taking people and quality of life as the center. Urban planning on infrastructure development of urban areas must be one step ahead and create the main resources for urban development. It is necessary to resolutely eliminate the mindset of tenure, the state of suspended planning, the mechanism of asking for and giving, and group interests in building, adjusting and supplementing planning,” said the National Assembly Chairman.

The National Assembly Chairman emphasized that urbanization must be linked to industrialization. If urbanization is slower than industrialization, there will be a lack of social institutions to serve industrialization, which will have a profound impact on social order and security. Urbanization must be linked to new rural construction.

The National Assembly Chairman also requested the Association to continue to proactively participate in important and meaningful programs, plans and tasks to provide important and effective contributions to the National Assembly and the Government, especially in implementing Resolution 06 of the Politburo on Planning, construction and management of sustainable development of Vietnamese urban areas to 2030, with a vision to 2045; continue to monitor and provide feedback during the implementation of plans within the national planning system that have been decided and approved.

Emphasizing that the Association, the agencies of the National Assembly, and the National Assembly Standing Committee continue to coordinate more closely, the National Assembly Chairman assigned the Institute for Legislative Studies to be the focal point for researching effective coordination methods, especially coordinating research on draft laws and major projects, including draft laws that the National Assembly is considering such as the Land Law (amended), the Law on Real Estate Business (amended), the Housing Law (amended) and preparing for the amendment of the Law on Planning, the Law on Urban Planning, the Law on the Capital, etc. At the same time, the National Assembly Chairman hoped that the Association would research and proactively propose legislative initiatives for draft laws that are in line with the Association's functions; continue to have a coordination mechanism with media and press agencies to strengthen the communication of policies and laws in this field.
