Deputy Prime Minister Le Minh Khai, 1 Minister and 2 Provincial Party Secretaries were dismissed from their positions as members of the Party Central Committee for violating Party regulations.

On August 3, in Hanoi, the 13th Party Central Committee held a meeting on personnel work under its authority.

In the morning session, the Party Central Committee met to introduce personnel and elect the General Secretary of the 13th Party Central Committee.

Comrade Pham Minh Chinh, Politburo member and Prime Minister, chaired the Conference on behalf of the Politburo.

Pursuant to the Party's regulations and on the basis of the Politburo's personnel introduction orientation, the Central Committee has promoted a sense of responsibility, focused on intelligence, discussed democratically, respected and reached a very high consensus with 100% of the absolute votes to elect Comrade To Lam, Politburo member, President of the Socialist Republic of Vietnam to hold the position of General Secretary of the 13th Central Committee of the Communist Party of Vietnam.

General Secretary To Lam delivered a speech affirming the inheritance and promotion of the revolutionary achievements that the late General Secretary Nguyen Phu Trong and previous generations of leaders had built; maintaining solidarity and unity and, together with the Party Central Committee, the Politburo and the Secretariat, determined to lead and direct the entire Party, people and army to successfully implement the goals and tasks set by the 13th National Party Congress, successfully organize the 14th Congress, and bring the country to steady development in the new period.

During the afternoon session, the Party Central Committee considered the resignation applications of a number of leaders of central and local agencies.

General Secretary and President To Lam chaired the Conference on behalf of the Politburo.

Based on the report of the Central Inspection Commission and the proposal of the Central Organizing Committee, the Party Central Committee found that comrades: Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister, former Secretary of the Party Committee, Government Inspector General; Dang Quoc Khanh, member of the Party Central Committee, Secretary of the Party Committee, Minister of Natural Resources and Environment, former Secretary of the Ha Giang Provincial Party Committee, Head of the 15th National Assembly Delegation of Ha Giang Province; Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Council; Chau Van Lam, member of the Party Central Committee, Secretary of the Tuyen Quang Provincial Party Committee, Head of the 15th National Assembly Delegation of Tuyen Quang Province violated Party regulations in performing assigned duties and tasks, violated regulations on what Party members are not allowed to do, the responsibility to set an example, and regulations on preventing and combating corruption and negativity.

Realizing their responsibility to the Party and the people, the comrades submitted their resignations from their assigned positions.

Pursuant to current regulations of the Party and State and considering the wishes of the comrades, the Party Central Committee agrees to let comrade Le Minh Khai cease to hold the position of Secretary of the Party Central Committee, member of the 13th Party Central Committee; and agrees to let comrades Dang Quoc Khanh, Nguyen Xuan Ky, and Chau Van Lam cease to hold the positions of members of the 13th Party Central Committee.
