Dear Central Committee comrades,

Dear all comrades attending the conference,,

Although the Lunar New Year is approaching, because of the extremely important work of the Party that needs to be implemented immediately, the Politburo has decided to convene the Central Conference at this time. On behalf of the Politburo and the Secretariat, I warmly welcome the Central Committee comrades and delegates who have attended the conference and I would like to send you my best wishes for a healthy and happy New Year and wish the conference great success.

Dear comrades,

The Central Committee has just voted to approve the conference agenda. Accordingly, we will focus on discussing and giving opinions on 5 contents, including 3 important groups of issues, which are: (i) Summarizing Resolution 18-NQ/TW of the Central Committee on innovation, streamlining the organization of the political system to be streamlined, effective and efficient; (ii) Project to supplement the GDP growth target of 8% or more in 2025 and double-digit growth in the period 2026-2030; (iii) Personnel work under the authority of the Central Committee.

In addition, the Central Executive Committee will give opinions on (a) Reviewing and evaluating the direction and administration of the Politburo and Secretariat in 2024; (b) Report on inspection and supervision work in 2024 and the Inspection and Supervision Program in 2025. These are regular annual tasks, but this year we will do them earlier than usual.

Regarding the conference documents, we have sent them in advance for you to study, so to ensure time, the Organizing Committee would like to ask the Central Committee for permission not to present the reports again but to spend time focusing on discussion and contributing opinions.

To contribute to the success of the conference, I would like to suggest some issues for the Central Committee to study, discuss and decide on the following contents:

First, on the group of issues summarizing Resolution 18. This is the most important content at this Central Conference. Implementing the Central Committee's conclusion at the Conference on November 25, 2024, on the basis of inheriting the results of implementing Resolution 18 from 2017 to present, the Politburo and the Secretariat have directed very strongly and urgently to summarize Resolution 18 and arrange a new organizational model in the spirit of "running while lining up", "Not being perfectionist but not hasty", with methodical and scientific steps and implementation roadmap, ensuring compliance with the Party's charter, regulations, principles, and directions of the Central Committee.

In just 2 months, the Politburo and the Secretariat have issued 21 conclusions and decisions; the Central Steering Committee on summarizing Resolution 18 has issued 39 documents guiding and organizing the implementation of activities related to summarizing this resolution.

Central agencies, Party Committees, the Government, the National Assembly and socio-political organizations have taken the lead in setting an example, urgently implementing reviews, perfecting functions and tasks, and arranging internal focal points according to orientation.

The Government has promptly issued policies to ensure the rights and interests of cadres, party members, civil servants, public employees, and workers, contributing to relieving their concerns and facilitating the reorganization process.

Localities have actively and proactively implemented the summary; researched and proposed plans to streamline, terminate operations, merge and consolidate agencies in accordance with the direction of the Central Government.

The summary of Resolution 18 and the reorganization of the political system have received the consensus, support and high appreciation of cadres, party members and people.

During the implementation process, the contents under the authority of the Politburo and the Secretariat were immediately implemented in accordance with the spirit of "The Central Committee does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level". Specifically, on December 30, 2024, the Politburo and the Secretariat announced the decision on the functions, tasks, and organizational structure of 3 Party committees, 4 Party public service units, and 6 socio-political organizations.

Overall, up to now, many tasks have exceeded the set schedule and ensured the correct direction as directed by the Central Government.

The reason why the work has been carried out smoothly and quickly is because we have inherited the results of the work of arranging the organizational apparatus that has been carried out in many previous terms. Many practical problems of the apparatus have been assessed and found to be cumbersome, overlapping, and ineffective. Now the Central Committee has raised the issue of summarizing, so it has quickly received high consensus within the Party and among the people, because these are still "ripe, clear" issues.

On that basis, the Politburo submitted to the Central Committee for comments on the summary report of Resolution 18 and the plan to arrange and streamline the political system apparatus with many contents of strong reform, such as reducing focal points, eliminating intermediate levels in the agencies of the Party, National Assembly, Government, proposing a plan not to organize district and county-level police in the People's Public Security system...

These are particularly important and revolutionary issues, so it is recommended that the Central Committee focus on discussing, evaluating and giving opinions to create consensus and determination in organizing and implementing; at the same time, giving opinions on the work that needs to continue to be implemented to ensure streamlining the organizational apparatus associated with restructuring the staff, ensuring effective and efficient operations, meeting the requirements of national development in the coming period.

I sincerely hope that comrades, with the spirit of Party members, with practical experience in managing work and practical life in society, localities and units, will reflect and give sincere and frank comments on the content of staff arrangement and assignment.

Second, on the group of socio-economic issues. At the 10th Central Conference (September 2024), the Central Committee discussed and approved the policy on socio-economic development orientation in 2025 with a GDP growth target of 6.5-7%, striving to reach 7-7.5%; the 2026-2030 period aims for an average growth target of 7.5-8.5%/year. The Politburo has led and directed the National Assembly and Government agencies to specify these goals for implementation.

Since the 10th Central Conference, the Politburo has led and directed many important contents to create a foundation for national development in the new era, especially innovating thinking in law-making, perfecting institutions, removing bottlenecks, and unblocking resources; strongly decentralizing power in conjunction with streamlining the political system's apparatus to operate effectively and efficiently; strengthening the completion of infrastructure and human resources, especially new issues to promote growth (implementing projects to build nuclear power plants; North-South high-speed railways, railways connecting with China; urban railways, building financial centers in Ho Chi Minh City, Da Nang, etc.); directing solutions to make breakthroughs in science and technology development, innovation, and national digital transformation, considering this the top important driving force for rapid and sustainable national development.

Up to now, a full update of the socio-economic development situation and results in 2024 shows that we have successfully and comprehensively completed 15/15 main targets, many important targets and indicators on growth, economic scale, GDP per capita, inflation, labor productivity, enterprises, FDI attraction, culture, social security, labor, employment, people's lives... have achieved outstanding results, higher than the targets reported to the Central and the National Assembly, and are highly appreciated by the people and the international community. This is the basis for us to set higher development goals, specifically striving for GDP growth of 8% or more in 2025, creating momentum for continuous double-digit growth in the period of 2026-2030.

On the other hand, if we do not strive for the above goals, we will most likely not achieve the goals of the entire 2021-2025 period, will not be able to escape the middle-income trap, and will not be able to achieve the two 100-year goals (by 2030, we will be a developing country with modern industry and high average income, and by 2045, we will become a developed country with high income) as set out by the 13th National Congress.

It is recommended that the Central Committee focus on discussing and giving opinions on these issues, especially solutions on how to remove bottlenecks, unblock resources, seize opportunities, maximize potentials, advantages, and "rooms" for rapid and sustainable development of the country, contributing to achieving the set goals for 2025 and the entire period of 2026-2030. The most important thing for this content is that comrades in each locality, ministry, and sector must find "what needs to be done immediately" and must resolutely implement those things that need to be done immediately in order to achieve the set targets.

Hanoi - Ho Chi Minh City - Hai Phong - Quang Ninh - Binh Duong - Bac Giang and provinces with double-digit growth in 2024 must maintain and continue to grow further to motivate other localities to rise up.

Third, on personnel work.The Politburo will submit to the Central Committee policies and plans to perfect the Central Inspection Commission, add members to the Politburo and Secretariat; plans to introduce and arrange cadres in agencies after the arrangement and perfection, and a number of other tasks related to cadre work... in order to gradually perfect and strengthen the Party's leadership, ensuring that agencies in the political system operate effectively and efficiently, meeting the very high requirements for national development in the new era. These tasks also create a premise for the organization and cadre work for the 14th National Party Congress.

The remaining two contents are to evaluate and review the management and direction of the Politburo and the Secretariat in 2024 and report on inspection and supervision work in 2024 and the inspection and supervision program in 2025.We also need your comments, especially on the content related to the management and direction of the Politburo and the Secretariat. The "good" and "good" parts only need your notes.

We need comrades to focus on giving opinions on the "not yet" part, the content that needs to be corrected, adjusted, and implemented for the Politburo, Secretariat, and even for each member of the Politburo and Secretariat.

Dear comrades.

In the context of the new and urgent situation, requiring breakthroughs, decisiveness, determination, solidarity and unity from the policy proposal stage to implementation, I therefore request the Central Committee comrades and delegates attending the conference to promote a sense of responsibility, focus their intelligence, and contribute ideas to the contents so that the conference can achieve the set goals and requirements.
