Disseminate many new contents of the Inspection Law 2022

On the morning of March 29, the Government Inspectorate held a national online conference to disseminate the 2022 Law on Inspection and documents guiding its implementation.

Vice Chairman of the Provincial People's Committee Tran Van Quan chaired the conference at Hai Duong bridge and leaders of the Provincial Inspectorate, Chief Inspectors of departments, branches, districts, towns and cities in the province.

At the conference, delegates were informed and disseminated the basic contents of the 2022 Law on Inspection, the Government's guiding documents on law implementation, and new points on the organization and operation of inspection agencies.

Accordingly, the 2022 Law on Inspection was passed by the 15th National Assembly at its 4th Session to replace the 2010 Law on Inspection, taking effect from July 1, 2023. This is a very important legal document, related to many subjects and many areas of economic and social life.

The 2022 Inspection Law consists of 8 chapters and 118 articles. The 2022 Inspection Law has many new and outstanding points compared to the 2010 Law. The Law allows the establishment of general department and department inspectorates under ministries instead of each ministry having only one inspection organization as in the 2010 Inspection Law. The Law stipulates the steps to conduct an inspection with specific and complete work content. The Law stipulates the appraisal of draft inspection conclusions and supervision of inspection team activities to improve the quality and ensure the feasibility of inspection conclusions.

The 2022 Law on Inspection also has more specific and stricter regulations on reporting before issuing inspection conclusions, overcoming the situation of slow issuance of inspection conclusions. In addition, the law also stipulates the handling of overlaps and duplications in inspection activities and between inspection activities and state audit activities. The people's inspection regime is also separated from the 2022 Law on Inspection.

At the conference, the Government Inspectorate disseminated a number of documents guiding the implementation of the law, such as: Decree No. 43/2023/ND-CP, dated June 30, 2023 of the Government detailing a number of articles and measures to organize the implementation of the law; Decree No. 03/2024/ND-CP, dated January 11, 2024 of the Government on agencies performing specialized inspection functions and activities of agencies assigned to perform specialized inspection functions.
