Specifically, in the announcement on November 17, Mr. Thich Minh Tue called himself "son" and said that he had made a vow to study and practice according to the true Dharma of Buddha Shakyamuni, but due to complicated social conditions and political security, it was not suitable for him to study and practice the practice of alms-giving.

Therefore, I only practice alms-begging when I have the conditions, ensure traffic safety, social safety, political security, and do not gather in large numbers to beg for alms or walk.

Mr. Thich Minh Tue also affirmed that when he goes begging for alms, he does not need people to follow him to protect him, nor does he need people to stand on both sides of the road to welcome him, shouting because it is both noisy and not in accordance with the Dharma. Therefore, he himself will temporarily not go begging for alms if this situation continues.

Along with that, Mr. Thich Minh Tue also hopes that, if people respect Buddha, respect Dharma, and Sangha, gathering in large numbers must be in the right place and in accordance with reality, conditions, and circumstances. "If that is the case, it will be very happy and good. I hope everyone will help," Mr. Thich Minh Tue expressed in the announcement.

Previously, on November 8, Mr. Thich Minh Tue sent a petition to the authorities, organizations, families, individuals and society. In the petition, Mr. Thich Minh Tue called himself "child", requesting not to gather in large numbers to ensure traffic safety, security and order, not to film and disseminate his images on social networks so as not to affect the process of practicing and studying according to the 13 ascetic practices according to the Buddha's teachings, as well as according to the provisions of the law.

Mr. Thich Minh Tue's real name is Le Anh Tu, born in 1981, in Ky Van commune, Ky Anh district, Ha Tinh province. His permanent residence is registered at village 6, Ia To commune, Ia Grai district, Gia Lai province.

From 2017 to 2023, Mr. Thich Minh Tue practiced self-cultivation, practiced alms-giving, and walked from the South to the North and vice versa 3 times. During that time, his travel and practice of vows took place smoothly, without affecting security and order.

2024 was the fourth time Thich Minh Tue went on alms round on foot. Starting from Khanh Hoa province, he followed the main road to Cao Bang - Ha Giang and then went back. When passing through many localities, there was a phenomenon of large crowds following him, affecting security, order, traffic safety and the environment.

In response to the above incidents, the authorities met and discussed with Mr. Thich Minh Tue about the State's consistent policy of respecting freedom of belief and religion for everyone; local authorities have always cared for and created conditions for him to walk and travel as he wished, but must ensure the safety of people's lives and health and social stability. Mr. Thich Minh Tue clearly recognized the rights and obligations of a citizen and voluntarily stopped walking for alms.

After that, Mr. Thich Minh Tue returned to his permanent residence in village 6, Ia To commune, Ia Grai district, Gia Lai province to continue his religious practice. However, while he was there, many curious people still came to his place of residence and study, affecting security and order, traffic safety as well as his religious practice.
