Mr. Pham Nhan Diep's name is not on the list of injured people to receive war invalid benefits.

Mr. Pham Nhan Diep, residing at 48 Tay Nguyen Street, Tu Ky Town (Tu Ky, Hai Duong) reported about having his war invalid benefits cut off.

Regarding this issue, Hai Duong Newspaper received a response from the Department of Labor, War Invalids and Social Affairs. Accordingly, the department carefully studied the opinions, checked the archives at the department, coordinated with related units and Mr. Diep's family to work many times but could not find his name on the unit's list of injured people. Specifically:

In 2001, Mr. Pham Nhan Dip filed a request to the Provincial Military Command to resolve the war invalid regime according to Decree 28/CP dated April 29, 1995 of the Government. On October 19, 2001, the Military Region 3 Command issued Decision No. 77/QDK3 on granting a certificate and preferential allowance for war invalids to Mr. Dip from June 21, 2001. After receiving the war invalid dossier handed over by the Hai Duong Provincial Military Command, on December 15, 2001, the Department of Labor, War Invalids and Social Affairs of Hai Duong province implemented the war invalid allowance regime for Mr. Pham Nhan Dip from June 2001.

On November 11, 2016, the Ministry of Labor, War Invalids and Social Affairs issued Inspection Conclusion No. 4502/KL-LDTBXH on establishing war invalid records at Military Region 3. On September 22, 2020, the Ministry of Labor, War Invalids and Social Affairs issued Official Dispatch No. 3646/LDTBXH-TTr to the Military Region 3 Command and the Department of Labor, War Invalids and Social Affairs of Hai Duong province regarding the proposed measures to follow Inspection Conclusion No. 4502/KL-LDTBXH, which determined that “3 cases used copies of the list of wounded soldiers to create records of wounded soldiers but the unit's verification results determined that their names were not on the list.wounded soldier book(original), including the case of Mr. Pham Nhan Diep”.

On October 9, 2020, the Political Department of the Military Region 3 Command issued Official Dispatch No. 286/CT-CS to the Military Command of Hai Duong province regarding the implementation of the recommendation to handle inspection conclusion No. 4502/KL-TTr, stating:“For 3 cases of verification without names in the military list injured person(original) kept at the unit, request the Military Command of Hai Duong province to send an official dispatch to the unit to issue a list of injured soldiers for re-identification;cbased on verification results, if not on the military list injured personStore at the unit and proceed to collect according to the regulations in the inspection conclusion".

On October 29, 2020, the Provincial Military Command issued Official Dispatch No. 177/BCH-CT on verifying information about injured soldiers to Division 325/Army Corps 2 to verify Mr. Dip's case. On November 12, 2020, Division 325/Army Corps 2 issued Official Dispatch No. 310/SĐ-CS in response:"After receiving the dispatch, Division 325 deployed the specialized agency to look it up, but the unit's list of injured soldiers did not include Mr. Pham Nhan Diep's name.".

On December 25, 2020, the Military Region 3 Command issued Decision No. 13/QD-BTL on revoking the decision and certificate of war invalidity for Mr. Diep.

On May 24, 2021, the Department of Labor, War Invalids and Social Affairs issued Decision No. 2239/QD-SLDTBXH on suspending preferential treatment and revoking war invalid benefits for Mr. Diep.

Also according to the Department of Labor, War Invalids and Social Affairs of Hai Duong province, after issuing the decision to revoke the decision and the certificate of war invalids, and suspend the preferential regime and revoke the war invalid allowance for Mr. Pham Nhan Diep, the Military Command of Hai Duong province and this department met, worked and explained to Mr. Diep the reasons for revoking the decision and the certificate of war invalids, the suspension of the preferential regime and the revocation of the war invalid allowance for him.

After that, Mr. Diep continued to give his opinion to the Hai Duong Provincial Military Command and provided some more documents such as: Certificate of injury (copy), record of verification of injured soldier's records (copy), list of injured soldiers (photocopy), confirmation paper issued to him by Division 325/2nd Corps.

The Provincial Military Command continued to issue Official Dispatch No. 210/BCH-CT dated June 30, 2021 to the Political Department/2nd Corps and Division 325/2nd Corps and Official Dispatch No. 4008/BCH-CT regarding the verification of information on the list of injured soldiers (photocopy attached with additional documents provided by Mr. Pham Nhan Dip) to Division 325/2nd Corps and the 2nd Corps Command for verification and clarification. On September 27, 2021, Division 325/2nd Corps issued Official Dispatch No. 357/SD-CS in response, reaffirming:"In the unit's wounded soldier registration file, there is no name.UmbrellaMr. Pham Nhan Duoc and the information as stated above". The Political Department/Army Corps 2 issued Official Dispatch No. 07/CCT-CS dated October 5, 2021 in response and affirmation:HCurrently, in the list of wounded soldiers of Regiment 95/Division 325, Mr. Pham Nhan Diep's name is not included..

On June 7, 2022, representatives of the Hai Duong Provincial Military Command, leaders of the Department of Labor, War Invalids and Social Affairs of Hai Duong province worked with representatives of Division 325, Corps 2; Regiment 95, Division 325 and related departments of Regiment 95 and Division 325 with the participation of Mr. Diep and Mrs. Pham Thanh Dung (his daughter), Mr. Nguyen Van Duy (his son-in-law). The results of the working session recorded: "At the conference, after the discussion, the agencies, units and relatives of Mr. Diep directly reviewed all the books and lists of wounded soldiers of the unit (5 regulations).ton). However, the review results did not find Mr. Pham Nhan Diep's name and there was noowhat list like thatnprovided by Mr. Du in the war invalid file... Division 325 is responsible for continuing to direct agencies and units to search for relevant books, documents and contents (1975 injury registration book, No. 05 and other documents). After having results, there will be a notification to the authorities and families.”.

On June 30, 2022, Division 325, Corps 2 issued Official Dispatch No. 380/SD-CT on verifying information on the list of injured soldiers sent to the Military Command of Hai Duong province, stating: "Through checking, in the wounded soldier registration file currently stored, there is only 01 (one) wounded soldier reception book.binh Group 151-HP (number 5) but notghas the name and information related to Mr. Pham Nhan Diep”.

According to the reply letter of the Department of Labor, War Invalids and Social Affairs of Hai Duong province, from the time of receiving Official Letter No. 380/SD-CT until now, the unit has not received any records or documents sent by relevant authorities or Mr. Pham Nhan Diep himself showing that his name is on the list of wounded soldiers (original) of the unit.
