Mr. Do Huu Ca unexpectedly confessed and was recommended to be sentenced to 10-11 years in prison.

On the morning of April 11, the People's Court of Quang Ninh province continued to open the first-instance trial of the case of buying and selling invoices, giving and receiving bribes, and fraudulent appropriation of property involving former Director of Hai Phong City Police Do Huu Ca, Truong Xuan Duoc and his wife, and accomplices.

Early in the morning, Mr. Do Huu Ca said that after a night of thinking, he realized his mistake when he took 35 billion from Truong Xuan Duoc and his wife and asked to plead guilty as charged, asking the court to consider reducing his sentence.

After the end of the debate, the representative of the People's Procuracy of Quang Ninh province read a summary of the indictment, and the defendants all agreed with the details stated in the indictment.

Accordingly, defendant Truong Xuan Duoc, as the mastermind, was recommended to be sentenced to 9-10 years in prison for the crime of buying and selling invoices and giving bribes. Defendant Nguyen Thi Ngoc Anh was recommended to be sentenced to 4.5-6 years in prison for the crime of buying and selling invoices and giving bribes.

Former Director of Hai Phong City Police Do Huu Ca was proposed to be sentenced to 10-11 years in prison for fraud and property appropriation.

Other defendants involved in the case were recommended to receive sentences ranging from 18 months to 7 years in prison.

Defendants Truong Xuan Duoc and Nguyen Thi Ngoc Anh cooperated with the investigation agency, repented and proactively returned the illegally obtained money, so their sentences were also considered mitigating circumstances.
