Citizens born in 2011 who do not have an ID card must apply for an ID card as soon as they are of age; in addition, citizens born in 2000, 1985, and 1965 must change to an ID card in 2025.
Clause 1, Article 21 of the Law on Identification No. 26/2023/QH15 stipulates that Vietnamese citizens who have been issued an identification card must carry out procedures to issue and renew their identification card when they reach the age of 14, 25, 40 and 60.
Accordingly, citizens born in 2011 who do not have an ID card must apply for an ID card as soon as they are of age; citizens born in 2000, 1985, and 1965 must change to an ID card in 2025.
However, Clause 2, Article 21 of the Law on Identification stipulates that in case the ID card has been issued, changed, or reissued within 2 years before the age of changing the ID card as prescribed, it will be valid until the age of changing the next ID card. Therefore, in case the citizen has changed the ID card 2 years before at the ages of 14, 25, 40, 60, will not have to change the ID card this year. Specifically:
- People born in 2011 who have made a citizen identification card or identity card between the age of 12 and the age of 14 will have their citizen identification card or identity card valid until their birthday in 2037.
- People born in 2000 who have made a citizen identification card or identity card between the age of 23 and the age of 25 will have their citizen identification card or identity card valid until their birthday in 2040.
- People born in 1985 who have made a citizen identification card or identity card between the age of 38 and the age of 40, the citizen identification card or identity card will be valid until their birthday in 2045.
- People born in 1965 who have made a citizen identification card or identity card between the age of 58 and the age of 60 will have their citizen identification card or identity card used for the rest of their lives.
Except for the above cases, if citizens do not comply with the provisions of law on granting, exchanging, and re-granting citizen identification cards, they will be subject to administrative sanctions according to Clause 1, Article 10 of Decree No. 144/2021/ND-CP dated December 31, 2021 of the Government stipulating sanctions for administrative violations in the fields of security, order, and social safety; prevention and control of social evils; fire prevention and fighting; rescue; prevention and control of domestic violence (fines up to VND 500,000).
