Online ID card issuance and renewal fees to be halved in 2025

The fee when citizens submit applications for issuance, renewal or re-issuance of ID cards online in 2025 will be half of the prescribed fee.

Online ID card issuance and renewal fees will be reduced by 50%.

The Ministry of Finance has just issued Circular No. 73/2024/TT-BTC regulating the collection, exemption, collection and payment regime of fees for issuing, changing and reissuing ID cards.

Accordingly, the fee is 30,000 VND/card for the case of exchanging citizen identification cards for identity cards as prescribed in Clause 3, Article 21 of Decree No. 70/2024/ND-CP dated June 25, 2024 of the Government; 50,000 VND/card for exchanging identity cards for cases prescribed in Clause 1, Article 24 of the Law on Identity; and 70,000 VND/card for reissuing identity cards for cases prescribed in Clause 2, Article 24 of this Law.

From the effective date of this Circular (October 21, 2024) to December 31, 2024, the fee for issuing, changing and reissuing ID cards will be 50% of the fee prescribed above.

From January 1, 2025 onwards, the fee collection level as prescribed above will apply, except for some cases.

From January 1 to December 31, 2025, the fee for citizens submitting applications for issuance, renewal or reissuance of ID cards online will be 50% of the above-mentioned fee. From January 1, 2026 onwards, the fee will be applied according to the above-mentioned regulations.

The Circular also clearly states that fees for issuing, changing and reissuing ID cards are exempted for children as prescribed in the Law on Children; the elderly as prescribed in the Law on the Elderly; and the disabled as prescribed in the Law on the Disabled.

Exemption from fees for issuance, exchange and re-issuance of identity cards for people with revolutionary contributions and relatives of people with revolutionary contributions according to regulations in the Ordinance on Preferential Treatment for People with Revolutionary Contributions.

Ethnic minorities in communes with particularly difficult socio-economic conditions; citizens permanently residing in border communes; citizens permanently residing in island districts; citizens belonging to poor households as prescribed by law are also exempted from fees for issuing, exchanging and re-issuing ID cards.
