Here, households who signed capital contribution contracts with the investor, Viet My-Ha Long One Member Co., Ltd. (Quang Ninh), with a branch in Lai Cach town, were all committed to being granted long-term land use rights certificates within 12 months. However, by June 2022, the deadline had passed but the investor still did not fulfill its commitment. Customers had paid 70% of the contract value from 2016-2017, even with contracts signed in 2014, but they were not transferred to sign transfer contracts and were not granted "red books" as promised.
In May 2011, Lai Cach commercial urban area project was invested with a scale of 50.5 hectares, nearly 7 times larger than the old project that had been unfinished since 2004. According to the approved planning, this urban area includes full public works such as schools, medical stations, parks and over 700 subdivided residential lots, villas...
However, the investor has only implemented phase I with about 12 hectares of land. Many infrastructure projects have not been invested in and built. The project is not yet qualified to be handed over to local authorities and organizations and individuals have not been granted "red books".
