Japan strengthens management after Vietnamese trainees were abused

The Immigration Services Agency of Japan (ISAJ), the Ministry of Health, Labor and Welfare (MHLW), and the Organization for Technical Intern Training (OTIT) have issued a statement calling on companies accepting technical intern trainees and placement organizations to monitor workplace violence.

The statement came after a Vietnamese technical intern reported being abused by colleagues while working at a construction company in Okayama prefecture.

Kyodo news agency quoted Japanese government officials as saying that OTIT will investigate the case and may revoke the brokerage's license.

Meanwhile, speaking to the press, Japanese Justice Minister Yoshihisa Furukawa said that OTIT has requested the above construction company and the brokerage organization to take measures to prevent acts of mistreating foreign trainees.

Earlier, Japanese media reported that a Vietnamese technical intern said he was abused by colleagues while working at a construction company in Okayama prefecture and is demanding an apology and compensation from the company.

The Fukuyama Tanpopo Labor Federation (based in Hiroshima Prefecture) said it had reported the abuse of Vietnamese workers to OTIT - an agency that oversees training programs for foreign workers.

According to the Fukuyama Tanpopo Labor Union, the 41-year-old trainee, a Vietnamese national, came to Japan in the fall of 2019 and started working in the construction industry in Okayama.

However, after about a month of working, three Japanese colleagues began to abuse him. The trainee suffered three broken ribs.

Mr. Mitsugu Muto, Chairman of the Fukuyama Tanpopo Labor Union, which supported the trainee, said the construction company had admitted to the abuse and said it would apologize and compensate the Vietnamese trainee.

Currently, OTIT is arranging for the above trainee and his colleagues to transfer to another company to continue working.
