Mr Qubaisi is a key member of Hezbollah’s missile unit. Israel struck Hezbollah-controlled areas of the Lebanese capital Beirut for the second day in a row. After nearly 12 months of fighting with Hamas in the Gaza Strip on its southern border, Israel is shifting its focus to its northern border.

According to the Lebanese Ministry of Health, Israeli airstrikes on September 23 killed at least 558 people, including 50 children and 94 women, while the number of injured reached 1,835. This is the deadliest airstrike in nearly two decades.

In another development on the same day, United Nations (UN) Secretary-General Antonio Guterres warned world leaders that Lebanon is "on the brink". Speaking at the General Assembly in the US, Mr. Guterres stressed: "We should all be vigilant against this escalation. Lebanon is on the brink". Mr. Guterres warned of "the risk of Lebanon turning into another Gaza".
