In the morning, the Provincial People's Committee reviewed and discussed a number of contents and reports reported by the Departments of Finance, Planning and Investment, and Natural Resources and Environment.

Budget revenue in 2022 exceeds 30%

The Provincial People's Committee basically agreed with the content of the report submitted by the Department of Finance on the 2021 local budget settlement.

Regarding the implementation of the 2022 budget estimate, the 2023 local budget allocation plan and the 2023-2025 financial-budget plan, the Chairman of the Provincial People's Committee requested the Department of Finance and the Provincial Tax Department to synchronously apply solutions to increase budget revenue and control expenditure. Cut unnecessary expenditures to prioritize resources for development investment, while balancing expenditure tasks for the fields of environment, education, health, etc. The Department of Finance clarifies the basis and basis for developing appropriate revenue and expenditure estimates.

According to the 2021 local budget settlement report presented by the Department of Finance, the province's total state budget revenue reached nearly 36,400 billion VND. Of which, local budget revenue reached nearly 21,014 billion VND, exceeding 62% of the estimate assigned by the Central Government and the Provincial People's Council and increasing by 23% over the previous year. Total local budget expenditure was nearly 32,000 billion VND, with a local budget surplus of more than 146 billion VND. The Department of Finance proposed to handle the provincial budget surplus of nearly 85.5 billion VND into the Provincial Financial Reserve Fund by 50%, and the rest transferred to the provincial budget revenue in 2022. Transfer the district and commune budget surplus to the district and commune budget revenue in 2022.

Director of the Department of Planning and Investment Le Hong Dien reported on the implementation of the province's socio-economic development plan in 2022 and the expected plan for 2023.

The total provincial budget revenue in 2022 is estimated to reach more than VND 19,300 billion, exceeding the assigned estimate by 30%. There are 13 out of 16 items that exceed and complete the estimate, 3 revenue shortfalls are environmental protection tax, revenue from local state-owned enterprises, and revenue from central state-owned enterprises. Based on the estimated revenue, the total local budget expenditure in 2022 is estimated to reach nearly VND 19,820 billion, exceeding the annual estimate by 28%.

The estimated state budget revenue of the province in 2023 assigned by the Central Government is 17,655 billion VND, an increase of 19%; total local budget expenditure is nearly 16,320 billion VND, an increase of 5% compared to the estimate in 2022. In the period of 2023-2025, the state budget revenue plan in the area is estimated at 54,610 billion VND, total expenditure is estimated at nearly 50,000 billion VND.

Economic growth rate reached 9.1%

Chairman of the Provincial People's Committee Trieu The Hung acknowledged and highly appreciated the consulting results of departments, branches and localities in implementing the socio-economic development tasks in 2022. Despite facing many difficulties, the province has achieved remarkable results in agricultural production, industry, trade, tourism... However, besides the positive aspects, the province has not completed a number of important tasks such as slow provincial planning, reduced investment capital attraction, problems in compensation and site clearance, disbursement of public investment capital has not met the requirements...

Chairman of the Provincial People's Committee Trieu The Hung requested agencies and units to resolutely and focus on continuing to carry out the socio-economic tasks in 2022. Departments, branches and localities reviewed and reported on the implementation of the tasks assigned by the province in 2022. Regarding the socio-economic development goals in 2022, the Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to receive opinions from delegates at the meeting, consult and study solutions of neighboring localities for flexible and creative application. After the targets for 2023 are approved, agencies and units will urgently develop implementation plans in accordance with their functions, tasks and actual situations.

Director of Provincial Police Bui Quang Binh spoke about the implementation of socio-economic development tasks of the province.

According to the Department of Planning and Investment, compared to 2021, the total value of agricultural production in the province is estimated at 21,500 billion VND, an increase of 3.6%; industrial and construction production is estimated at 328,000 billion VND, an increase of 11.8%; the value of the service industry is estimated at 46,760 billion VND, an increase of 8.4%. However, the economic growth rate of the province did not meet the set plan, reaching 9.1% (the plan was over 10%). The province has 9 out of 16 targets exceeding and completing the set plan. These are domestic budget revenue, value of harvested products per hectare of cultivated land and aquaculture, communes meeting model new rural standards, trained workers, workers of working age with insurance, cultural villages and residential areas, poverty rate, industrial clusters with centralized wastewater treatment systems, enterprises with approved environmental impact assessment reports. The 7 targets that were not met were economic growth rate, total investment capital for economic development, number of newly registered enterprises, urbanization rate, health insurance coverage rate, rate of schools meeting national standards, and number of hospital beds per 10,000 people.

Reclaiming more than 1,200 hectares of land to carry out 450 projects

Commenting on the report of the Department of Natural Resources and Environment on land recovery and land use conversion to implement projects serving socio-economic development in 2023, Chairman of the Provincial People's Committee Trieu The Hung emphasized that land recovery and land use conversion must ensure the principle of prioritizing national defense and security projects and projects using land that have been approved and passed. Localities continue to review land use needs, and by November 25 at the latest, send data to the Department of Natural Resources and Environment for synthesis and reporting to the Provincial People's Committee. Land use needs must be consistent with the allocated land use targets and land use planning until 2030.

Director of the Department of Natural Resources and Environment Hoang Van Thuc presented a report on land recovery and conversion of land use purposes to implement projects and works in 2023.

Based on the synthesis of land use demand registration of agencies and units in 2023, the Department of Natural Resources and Environment proposed that the Provincial People's Committee submit to the Provincial People's Council for approval to reclaim more than 1,200 hectares of land to implement 450 projects and works for socio-economic development in the province. At the same time, it allows the conversion of the purpose of more than 677 hectares of rice land and nearly 1.4 hectares of protective forest land to implement 380 projects and works.

In the afternoon, the Provincial People's Committee continued working.
