Urgent construction of provincial road 396 extension

On the morning of January 12, Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Hai Duong Provincial People's Committee inspected the Project to Upgrade Provincial Road 390 from Hop Thanh Bridge to Quang Thanh Bridge and the Project to Invest in the Construction of Provincial Road 396 extended in Thanh Ha District.

At the inspection locations, Comrade Luu Van Ban, Permanent Vice Chairman of Hai Duong Provincial People's Committee, praised the Standing Committee of the District Party Committee, Thanh Ha District People's Committee, Thanh Ha District Compensation, Support and Resettlement Council for actively clearing the land for the extension of Road 390 and 396 in phase 1; praised the enterprises for closely coordinating with the investor of Thanh Ha district to receive the land and urgently carry out construction.

Comrade Luu Van Ban assessed that the site clearance for Highway 390 is one of the most difficult routes in the province. Although the site clearance work has been difficult in the past, Thanh Ha district has made efforts and persistently mobilized and propagated people to agree with the Party and State's policies, and so far there have been no more problems.

The district has promptly reported the problems to the Provincial People's Committee for guidance and resolution. In the coming time, the district will continue to promote site clearance and hand over land for renovation and expansion of Road 390B.

During the implementation of projects, the district carefully studies the regimes and policies to apply unit prices, compensation levels, maximum support, and ensure the rights and interests of the people.

Currently, the site clearance for Road 390 has been completed, the investor and the construction unit are urgently carrying out the remaining tasks. Comrade Luu Van Ban requested the Department of Transport and the Department of Industry and Trade to coordinate with the district to strictly manage the traffic corridor.

After renovating and expanding Road 390, there will be no new traffic corridor violations. The People's Committee of Thanh Ha district will direct the Department of Natural Resources and Environment and the Branch of the Thanh Ha District Land Registration Office to urgently complete the re-issuance of land use right certificates and guide people to rebuild civil works because this is a necessary need, especially when Tet is approaching.

Particularly, the extension of Road 396, phase 1, is still stuck in the problem of moving about 100 floating graves (even more if dug deeper) in Vinh Cuong commune. The Standing Vice Chairman of the Provincial People's Committee directed Thanh Ha district to coordinate with the Provincial Construction Investment Project Management Board to move the graves in accordance with the district and commune planning. The relocation is part of the site clearance plan, and the relocation cost is part of the project. The investor and construction units urgently construct the extension of Road 396, meeting the earliest connection with Road 391 to Tu Ky district.

At the inspected locations, comrade Luu Van Ban gave gifts to encourage the construction units on the occasion of the Spring At Ty 2025.
