Chairman of Hai Duong Provincial People's Committee requested to improve the quality and efficiency of public investment projects

Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau has just directed departments, branches, district-level People's Committees, the Provincial Construction Investment Management Board, and public investment project investors to organize the preparation of total investment, project estimates, and bid package estimates close to reality. Pay attention to surveying, referring to reality, and selecting appropriate construction methods so that the total project investment and bid package estimates ensure savings; ensure the nature and scale of each project and bid package with the goal of minimizing implementation time, avoiding loss of investment resources, and ensuring regulations.

For projects in the 2025 public investment plan, develop a specific progress plan, step by step implementation for each project (minimize implementation time, clearly identify the host unit, coordinating unit) with disbursement progress, completed before January 10, 2025 to include in the software "Quanlydautucong.haiduong.info.vn", regularly update when there are changes.

For packages where contractors have been selected, the units and localities in charge shall coordinate with the contractors to establish and approve detailed construction schedules for each project item (minimizing construction time). Regularly organize progress checks and monitor construction quality to avoid the situation where contractors reduce prices to win the bid but do not ensure the approved quality and progress.

The Departments of Planning and Investment, Finance, Construction, Transport, Agriculture and Rural Development, and Industry and Trade proactively coordinate, guide, inspect, and supervise the District People's Committees, the Provincial Construction Investment Project Management Board, and public investment project investors in the process of implementation, appraisal, and approval to ensure maximum shortening of implementation time and cost savings. Regularly inspect the progress and quality of important key projects at the provincial and district levels.

The Provincial People's Committee Office directs the Information Technology Center to update and complete the software "Quanlydautucong.haiduong.info.vn" to have full information to serve the direction and administration of the Provincial People's Committee, the Chairman of the Provincial People's Committee for project implementation and disbursement of public investment capital; guide the District People's Committee, the Provincial Construction Investment Project Management Board, and investment project investors in the updating process to ensure complete, accurate, and timely information.

In 2024, the province will implement more than 1,400 public investment projects. Many projects and works have been put into operation to ensure quality and efficiency. However, some projects and works still have limitations such as the establishment and appraisal of total investment, design, and estimates are not yet close to reality; the division of bidding packages, determination of bidding package prices, and implementation time of bidding packages are not suitable... causing difficulties in controlling progress and managing the disbursement of public investment capital.
